CIDA responds to consultant's concerns about travel: "The Agency's approach to consultants' travel has not been modified ... Nor is our approach more restrictive ... in travelling in business class, the clauses in our contracts provide consultants with the flexibility to do so ... However, in order to determine the amount that CIDA can reimburse, appropriate supporting documentation indicating the cost of the most economical fare at the time of the booking was made is required."
The response just arrived from the Pres. of CIDA on our advocacy letter of January: on travel class in general, travel to NCC by outside consultants, war risk insurance, contracting in general, standing offers...Stay tuned for details. More on this at the Board meeting.

In light of current CIDA process of re-organisation with objective of becoming World Class/best international development agency, suggest a comparison to consultant travel policies of similar organisations: start with World Bank and work down - I believe where this new policy would rank on that list might be one indicator of how far the Agency might have to go to attain its objective...
