Renewal: A New Era for International Development Professionals

Objective:

Three special guests from the Grants and Contributions Management Bureau (SGD) will share an overview of some contracting policy updates and tips on key Department operations. This session will highlight elements such as bank guarantees, vendor performance, new GC Integrity Regime, Field Support Services (FSS), Request for Supply Arrangements (RFSA), Projects/Programs Evaluation, etc., and will be followed by a period of questions. Also, the guest speakers will be available to meet participants on one-on-one meetings to provide clarifications or to answers to specific questions. Participants attending this session will have a good appreciation of the advancement of issues identified by members both at the contracting policy and operational level.

Biography(ies):

Mark Lusignan, Director General, Grants and Contributions Management Bureau, Global Affairs Canada

Mark has been active internationally over the past 35 years in the design, implementation and management of international development programs as well as offshore commercial projects in Africa, Latin America and the Caribbean. The diverse experience and perspective he has acquired as a trusted private-sector advisor, a Canadian manufacturing exporter, and as a public servant, provides a solid foundation for his current role as Director General of the Grants and Contributions Management Bureau.

Mark began his career with Interimco Inc., an international trading company. In 1984 he co-founded Monitec International Inc. and successfully completed over 110 assignments in more than 30 countries on behalf of clients including the former Canadian International Development Agency (CIDA), United Nations Development Programme, USAID and most multilateral development banks.

In 1993 Mark joined SR Telecom Inc., a rural telecommunications equipment manufacturer, as Director of Government Liaison, with responsibility for securing all export credit, insurance and commercial finance in support of global sales in over 120 countries.

Mark joined the international services directorate of Consulting and Audit Canada in 2003. He led a multidisciplinary team which provided consulting services and public sector modernization and reform solutions to foreign governments. He transferred to former CIDA in 2006, and previously held the positions of acting Director General and Director of Contracting Policy.

 

Guylaine Carrière, Director of Development Contracting Services, Global Affairs Canada

Guylaine is an engineer by training and was Director of a centre for scientific popularization before her debut as a public servant in 2000. Cumulating 15 years of experience in procurement, she has developed a true passion for this field. Guylaine has held several positions as a procurement specialist with PWGSC, Canadian Space Agency, and more recently with CIDA. She currently is the proud Director of Development Contracting Services for Global Affairs Canada. 

 

 

 

 

 

 

Sebastien Lamoureux, Acting Director, Grants and Contributions Policy (SGP), Global Affairs Canada

Cumulating 18 years of experience in the federal public service, Sébastien has a wide expertise in the field of financial administration.
He started his career as a financial officer at the Public Service Commission of Canada, where he worked for 10 years. He progressed and became acting Director, Accounting Operations; namely responsible for the departmental financial statements and overseeing accounts payable and receivable operations. He also worked managerial positions in the areas of financial policy and internal control.

It’s with that experience that he joined Global Affairs Canada in 2006 (at such time the Canadian International Development Agency) with an interest to develop an expertise in the management of grants and contributions. He is now leading the team that is responsible for the policies and financial instrument templates relating to various transfer payment programs and has led multiple consultations with recipient organisations and associations  to inform the department’s positions. Sébastien is well known for his client service focus and his dedication.
