Position 1: Project Manager (50% LOE), Monitoring & Evaluation Specialist (50% LOE)

Position Type: Permanent, full-time

Reporting to: Vice President

Location: Ottawa or Calgary, international travel required

Background:

Agriteam Canada Consulting Ltd. provides management and technical expertise to developing and transitional country partners on projects that promote sustainable growth and meaningful opportunities for people to improve their lives. Over the past 30 years, Agriteam has managed and implemented more than 350 projects and assignments in dozens of countries worldwid are currently looking to expand our team with the addition of a Project Manager / Monitoring & Evaluation (M&E) Specialist to support the development and implementation of our programs and services. In addition to specific tasks assigned, the candidate will be responsible for contributing to the larger strategic and business objectives of Agriteam including the development of organizational planning, policies and procedures.

Responsibilities:

Strategic Planning

  • Collaborate with staff to ensure program/project planning, design and implementation, and organizational learning are aligned with the strategic and business objectives of Agriteam.
  • Guide/Oversee/Direct and manage the continuous improvement of Agriteam’s strategic approach and business plan and of Agriteam’s M&E approach and toolkit.
  • Keep abreast of current global trends, developments and innovations in M&E and related fields (i.e. results-based management, mixed-methods, gender-responsive and inclusive programming, etc.).
  • Collaborate with programming and non-programming staff to ensure M&E is integrated throughout Agriteam, including planning, project/program design and implementation, and organizational learning.
  • Develop M&E strategies in all Agriteam sectors (Agriculture and Agribusiness, Gender Equality and Human Rights, Education and Education Reform, Environment, Governance and Public Sector Reform, Health, Legal and Judicial Reform and Private Sector Development, etc).

 Support to Projects

  • Ensure integration of M&E in project design through the Development and use of gender-sensitive monitoring and evaluation, and results-based management tools (i.e. Logic Model, Performance Measurement Framework, Risk Register, etc.). Oversee and participate in the development and implementation of base- and end-line assessments and M&E strategies in all Agriteam project activities.
  • Oversee and direct the development and implementation of Agriteam programming in accordance with M&E strategies, including work planning, data collection and analysis, reporting, and capturing lessons learned/best practices..
  • Oversee and advise on program/project budgets.
  • Prepare and provide program budget for M&E project activities.
  • Provide quality control, coordinate inputs, and facilitate and manage key relationships to programs/projects.

Provision of Technical Assistance

  • Provide technical assistance – including training and advice for M&E and results-based measurement programming, business development support and organizational management – to staff, consultants, and project partners, including government institutions, non-governmental organizations, academic institutions, civil society organizations, and private sector partners as needed.
  • Contribute to the development of Agriteam communication materials, including web-based and print media.

Stakeholder relations

  • Coordinate and collaborate with relevant stakeholders on M&E and programming-related interventions, including developing networks, liaising with current and potential donors, participating in periodic review meetings and preparing/presenting reports on Agriteam’s portfolio, the status of current projects, and recommendations for future projects and programming.

Qualifications:

  • Masters or Advanced Degree in a related subject area.
  • At least eight (5) years of progressively responsible professional experience working on gender-sensitive, M&E programming in development and/or humanitarian/post-conflict settings.
  • At least eight (8) years of progressively responsible professional experience in project management including financial and administrative management in development and/or post-conflict settings/fragile states.
  • Experience managing/directing multi-year, multi-million dollar development projects, in developing countries and or post-conflict settings/fragile states.
  • Familiarity with Global Affairs Canada and other key international donors/IFIs.
  • Practical knowledge of results-based management (RBM) approach.
  • Proven experience combining formal expertise on M&E with experience of applying these concretely to specific development sectors, plans, policies and business processes.
  • Strong written and verbal communication skills.
  • Strong problem-solving and adaptability/flexibility capabilities.
  • Fluency in English and French preferred, additional languages considered an asset.

The candidate will be responsible for overall management and oversight of select projects and programs as assigned, as well as gender-specific tasks and activities on select projects as assigned. The candidate will be responsible for contributing to the larger strategic and business objectives of Agriteam including the development of organizational planning, policies and procedures.

Responsibilities:

Strategic Planning

  • Collaborate with staff to ensure program/project planning, design and implementation, and organizational learning are aligned with the strategic and business objectives of Agriteam.
