TAP-EDM Description:

The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 120-150 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.

TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.

About the work

The Argentinean Ministry of Environment and Sustainable Development (MESD) as a Federal Agency has jurisdiction for enacting environmental law, including setting minimum environmental standards. Subnational governments have jurisdiction to enforce them and, in some cases, set higher standards. Although most Impact Assessments (IAs) are currently being implemented at the provincial level, the federal Ministry is responsible for strengthening national and provincial environmental assessment systems through technical exchanges, training, and dissemination of good practices.

The MESD has expressed interest in strengthening participatory processes so that the social impacts are evaluated to the same extent as the impacts on the physical-natural environment.

Canada’s experience is considered key in informing this capacity-building process, given its experience in applying the GBA plus to IA and conducting inclusive public consultations with vulnerable populations including women, girls and indigenous populations.

The Role

The objective of this initiative is to build awareness and capacities for the Ministry of Environment and Sustainable Development (MESD), as well as with other federal agencies to undertake social Impact Assessments (IA) that provide citizens with the opportunity to participate actively in the assessment process, following international best practices in the field.

This initiative will transfer IA tools and Canadian best practices as well as train the MESD staff on conducting public consultations with vulnerable groups, women, indigenous population, communities, government authorities, using Gender-Based Analysis Plus (GBA Plus) tools to build relationships and understanding with key stakeholders. 

The Canadian Expert on social impact assessment and public consultations will:

  1. Develop a detailed workplan, in close consultations with MESD and Alinea International staff, and prepare technical documents, training material, progress reports and a final TAI report.
  2. Review the current Argentinean legislation and regulations on social impact assessments and current regulatory projects and public consultations provided by MESD including relevant reports and studies:
    • To identify challenges/gaps/opportunities for strengthening the practice.
    • To identify and map key stakeholders who should be consulted.
    • To propose adapted tools and accompany the MESD to conduct public consultations with vulnerable groups, women, indigenous population, communities, government authorities, applying Gender Base Analysis plus tools in this consultation.
    • To identify ways and channels by which public information should be provided when carrying out public consultations.
  1. Co-develop and Co-deliver a capacity building workshop with key stakeholders on the design and development of public consultations processes at the MESD level.
  2. Develop and deliver training workshops on Social Impact Assessment with the adapted tools for MESD and related federal agencies staff in the Capital.
  3. Provide virtual support and coaching to MESD and related federal agencies staff during the implementation of this project.
  4. Propose recommendations for future legal and regulatory frameworks on public participation during Impact Assessment processes and communication tools to raise awareness among key stakeholders.
  5. Promote the TAP-EDM project and share its experience with assigned Alinea International staff through public engagement activities, before, during and after the TAI back in Canada. 

Required Qualifications:

Essential

  • Post-graduate studies in a relevant field
  • 10 or more years of experience in Social Impact Assessment
  • Knowledge of Canada’s impact assessment regulatory framework and tools with a focus on public consultations mechanisms and the social aspects of IA 
  • Demonstrated knowledge of the relationship between the different orders of Government and jurisdictional issues around resource development (national, provincial/state, local and indigenous order of government)
  • Knowledge of the GBA Plus analysis and international best practices on public consultations, including gender-based and indigenous consultations  
  • Strong understanding of current trends in social impact assessments
  • Extensive experience in conducting public consultations, particularly in the Mining and Oil & Gas Sectors
  • Demonstrated experience in working with indigenous communities 
  • Experience in capacity-building / institutional strengthening  
  • Experience in training development, delivery, and coaching
  • Ability to work effectively with diverse stakeholders 
  • Ability to operate effectively and respectfully in multicultural and multidisciplinary setting

Asset

  • Experience working in Latin America in the Mining and Oil & Gas Sectors.   
  • Intermediate or Advance Language Proficiency in Spanish a major asset
  • Previous experience and understanding of gender dynamics in Argentina and/or Latin America.
