Canadian Regional Field Manager (CRFM)

The Canadian Bar Association (CBA) has entered into an agreement with Global Affairs Canada to implement a 5-year project Supporting Inclusive Resource Development in East Africa (SIRD).  The CBA will collaborate in partnership with law societies in Kenya, Tanzania and Uganda to increase sustainable economic growth for East Africans, including women and vulnerable groups, affected by extractive industries. 

As a result of this agreement we are currently recruiting for a Canadian Regional Field Manager (CRFM) for this project.  The length of this contract is four years.  

The CRFM will be based out of the Project Support Office situated in Nairobi and will have the following responsibilities:

  • Management of the Project Support Office;
  • Recruit, supervise and guide Project Support Office staff;
  • Monitoring legal developments in East Africa, particularly related to laws and legal rights associated with the impact of extractive industries;
  • Liaise and maintaining strong relationships with the CBA’s partners in East Africa;
  • Collaborate with partners to identify  the  technical and resource needs of the stakeholders to strengthen capacity to address legal issues related to extractive industries activities in  communities in East Africa;
  • Ensure partners identify Canadian Technical Assistance needs annually;
  • Provide advice to the Canadian Project Director (CPD) on continuing  technical assistance required to support the project activities and support the preparation of technical experts for engagement in project activities;
  • Support Canadian volunteers providing technical assistance with partners and communities;
  • Support  partner law societies in the project cycle (planning, implementation, monitoring and reporting);
  •  Identify opportunities to advance the objectives and expected outcomes of the project by being up to date on the extractive sector in the region;
  • Oversee the implementation of a project gender equality strategy, in consultation with the Gender Specialist, CPD and PM;
  • Support partners with the organization of training activities, regional conferences, study tours and exchanges;
  • Monitor the outcomes of project activities and collaborate with partners to identify follow up activities where necessary;
  • Review Partner annual workplans and quarterly narrative reports and provide feedback;
  • Assist in the preparation of annual workplans, annual and semi-annual narrative reports to GAC;
  • Ensure knowledge management (best practices, lessons learned) and the communication strategy is implemented regionally among partners and external stakeholders ;
  • Review Partner quarterly financial reports to ensure they are in accordance with the CBA-II partner financial management guide and provide feedback where necessary;
  • Monitor the collection of data with Partners to ensure project results are achieved Monitor risks and identifying mitigating strategies;
  • Oversee the preparation of communications materials on project activities and achievements;
  • Ongoing communications with the GAC representatives and other donors in East Africa to represent the project and ensure harmonization and coordination of activities;
  • Reports to the CPD;
  • Other duties as may be assigned by the CPD.

The CRFM is expected to have the following qualifications:

  • LLB, JD degree or related degree from an accredited university and minimum 7 years’ experience working in international development, preferably on extractive industry legal issues;
  • International development experience in the field, preferably in East Africa
  • Experience working with a variety of stakeholders using consultative, participatory approaches;
  • Demonstrated knowledge and interest in access to justice issues, extractive industry legal issues;
  • Experience working with legal sector institutions or civil society organizations/not for profits;
  • Demonstrated experience in managing complex, multi-year, multi-stakeholder projects, preferably in East Africa;
  • Experience in managing a field office and supervising staff;
  • Experience with gender equality;
  • Experience with RBM and M&E systems and practices;
  • High level of professionalism and attention to detail;
  • Understanding of personal computers and related software applications, in particular e-mail, word processing, database and spreadsheet software (MS Office);
  • Cross-cultural experience and cultural sensitivity;
  • Ability to work under pressure as circumstances dictate;
  • Availability for weekend meetings and flexible hours as necessary.
  • Ability to travel to and within the programming countries (Kenya, Tanzania, Uganda), as required.
  • Swahili a definite asset!

This position is required immediately deadline for application is 30 April 2018.

This position is based in Nairobi Kenya and will require significant travel in the region specifically to Tanzania and Uganda
