About the Project
The TAP-EDM aims to increase the capacity of Global Affairs Canada (GAC) to enable demand driven-deployments of Canadian expertise abroad on priorities related to the Feminist International Assistance Policy (FIAP) in response to expressed needs from national level institutions in ODA-eligible countries. TAP-EDM will offer a toolkit of technical assistance activities to meet expressed needs of national level institutions, which may include, but will not be limited to trainings, advisory supports, policy research, institutional development, and technical visits in a broad variety of domains.
Role and responsibilities
The objectives of TAP-EDM recruitment processes are as follows:

Efficiently, rapidly, and diligently recruit and contract experts who have most relevant, applicable expertise (as specified in deployment/assignment TORs) at the lowest possible cost.

Attract qualified experts from non-traditional sources to increase diversity / perspectives / awareness within Canada’s overseas development assistance and TAP-EDM programming.

Ensure the safety, security, and comfort of Canadian experts, some who will have no overseas work experience (see 2 above), on deployment while mitigating TAP-EDM’s, Alinea International’s and Global Affairs Canada’s exposure to reputational and litigation risks from such deployments.
Reporting to the Project Director and working closely with the TAP-EDM Project Managers, the Communication Manager, and other project advisors and staff, the Recruitment & Onboarding Advisor will support the realization of these objectives in two ways:

Conduct a review of traditional and non-traditional sources of Canadian Experts (CE) across Canada.

Conduct a comprehensive review of the proposed recruitment and onboarding processes for Canadian and other experts.
The Advisor will work closely with Alinea’s TAP-EDM team to review all relevant documentation, templates, process maps, tools, and required due diligence procedures (per Alinea’s policies and guidelines) and provide recommendations on the systems design. This will assist in building integrity, compliance and efficiencies into the recruitment and on-boarding system while maximising outreach activities for broad-based recruitment of a diversity of Canadian technical experts. Alinea’s corporate policies on recruitment, due diligence and code of conduct will form the foundation of the review and deliverables under this assignment. Finally, the Advisor will review the onboarding process and make recommendations to minimize corporate, project and reputational risks to the project, GAC and Alinea while ensuring that Canadian experts and local consultants hired deliver development result and integrate cross-cutting themes, cultural awareness, and intercultural competencies in their technical assistance initiative.
The responsibilities of the Recruitment and Onboarding Advisor include, but are not limited to, the following:

Review the Canadian Expert Journey process under the TAP-EDM and review all documents related to the initiatives in the pipeline for 2021-22 (30 initiatives); process documents and recruiting and onboarding processes and tools.

Conduct interviews with all team members and key Alinea staff involved in recruitment and onboarding process.

Conduct a sector mapping of traditional and non-traditional sources of Canadian Expertise in selected sectors to work with NGEs abroad. This will include reaching out to several sample organizations in Canada to better ascertain their interest and means for engaging with TAP.

Review/revise draft recruitment processes and provide input on design. Participate in piloting processes of recruitment and onboarding (via seven fast-track TAIs).

Design, organize and conduct training for TAP-EDM team on best practices in recruitment, selection, assessment, management, and reintegration of experts.

On-boarding manual, with training components to be developed by staff and advisors and onboarding processes for CEs and local consultants, developed.

Contribute to Public Engagement and Outreach Strategy.

Review and provide feedback on the TAP-EDM guidelines and tools used in the framework of the expert deployment cycle and develop additional graphic/ process flow tools, contributing to TAP’s Adaptive Deployment Model process with team.
Deliverables

Catalogue of relevant sectors, associations and organizations submitted.

Training session with TAP-EDM team and delivered during PIP workshop design in mid February.

Onboarding manual.

Enhanced public engagement and outreach strategy.

Final report including practical, relevant recommendations.
A total of 20 working days will be assigned to the Advisor to March 31st, 2022.
Qualifications and experience
The Recruitment & Onboarding Advisor must have the following minimum qualifications:
- Graduate degree (i.e., University Master’s degree) in a relevant discipline such as: human resource development/management/recruitment, organizational/business management, recruitment or equivalent in applied experience and/or relevant professional development course work.
- 15 years of experience providing professional services in the areas of recruitment, onboarding and public outreach for an international development organization sending Canadian experts and/or volunteers abroad.
- Knowledge of Canada’s Feminist International Assistance Policy and/or application of Gender Based Analysis + approach employed by the Government of Canada for policy/program development and implementation.
- Human resource management experience in conducting change management processes, designing processes, and ensuring quality programming in recruitment and onboarding of staff and consultants; and,
- Level 4 - Advanced Professional Proficiency in English in oral and reading and level 3 - General Professional Proficiency in writing. Advantage given to candidates with level 3 or higher in French, and another language (Spanish, Arabic or other).
