The project: Programme for Strengthening Local Governance and for Reforming the Public Sector
in South Africa
By focusing on the priority area of good governance and public administration, the objective of the assignment is to establish effective and responsive public administration as a basis for secure, sustainable and stable development in South Africa and in the region. A successful reform of public administration is therefore also designed to serve as an example for the entire region and thus help South Africa to fulfil its
role as a new global player. (see attached TOR’s)
IPAC is seeking a long-term Public Sector Human Resource Management (HRM) Advisor for the above
mentioned project.
As the long-term Public Sector HRM Advisor you will have the following key tasks:
Technical advisory tasks involve:
- Further concretise conceptual and operational specification of the three work lines
- Reconfirm the engagement of identified stakeholders/partner institutions for the various work lines
- Provide subject matter and strategic advice to the partner organisations on identified areas of support
- Develop, update and/or adapt the project design on the basis of the five success factors of Capacity Works
- Coordinate stages of the project with key stakeholders and ensure transparency for the partner organisations
- Facilitate the necessary stakeholder coordination processes
- Ensure the creation of synergies with other KRA of the program through regular exchange and active cooperation with the relevant GIZ advisors
- Ensure equity issues (gender, disability management, diversity management and HIV/AIDS) are adequately integrated in the implementation of the work lines.
In his/her function as lead expert, the long term advisor Public Sector HRM Advisor signs responsible for
the following project management function:
- Implementing and ensuring achievement of the Donor contribution in the partner country for the lines of work as described above
- Responsibility for carrying out checks on the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ
- Preparing quarterly reports
- Coordinating stages of the project with key stakeholders and ensuring transparency for the partner
- institutions
- Supporting the officer responsible for the commission in updating and/or adapting the project design on the basis of the five success factors of Capacity WORKS
- Ensuring that project management is aligned to Capacity WORKS
- Identifying the need for short-term consultancies within the available budget, planning and steering the assignments and supporting the local and international short-term experts
- Ensuring project administration including document management is in place for his contribution
- Monitoring and documenting work progress
- Meeting regularly with the working group for KRA 2 (participants of partner organisations) in order to jointly steer and manage progress of implementation of the interventions
- Ensuring a monitoring and evaluation system is in place and is fully aligned with the overall GSP results based monitoring system
- Supporting the officer responsible for the commission in:
- preparing and adapting the plan of operations
- conducting the interim evaluation
- preparing the next project phase
The aforementioned assignment requires a senior international expert for up to 37 person-months
The following competences and skills are vital:
- Graduate degree, preferably in business management or a related field, with a specialisation in HR
- a minimum of 10 years of experience in organisational development and Human Resource management & development in government or public sector in the international development context
- Experience in designing and implementing new organisational models for government and public sector institutions
- Strong proficiency in public sector change management processes
- Experience in the design and roll-out of capacity building programmes
- Experience of work in the outlined work lines in transition countries
- Experience in the implementation of donor funded projects
- Expertise in GIZ’s Capacity Works management model and reporting requirements
- Strong analytical, conceptual and methodological skills
- Client and partner orientation, efficient work practices , interdisciplinary thinking and training experience
- Leadership skills, ability to engage with stakeholders at all levels (high level of credibility)
- Fluency in written and spoken English; language skills in German are an additional asset.
Scope of work- Snap Shot
- Duration: From December 31 2013 – December 31 2016
- Work Station: Pretoria, with regular travel to institutions where project is being implemented
- Expected starting date: December 31, 2013
- Fee rate: Commensurate with experience
- Per Diem: provided
