Canadian Leaders in International Consulting (CLIC) is an international management consulting company that provides responsive technical assistance and highly specialized capacity building solutions, project management, and training programmes to improve governance, strengthens accountability, and achieve results for all clients.

CLIC is looking for an experienced and energetic individual interested in working in a fast paced environment with tremendous opportunities for growth and fulfillment. We want eager, talented and team players ready to join our team to support the start-up and implementation of ongoing projects funded by Global Affairs Canada and other clients. CLIC is concentrating its work in the Middle East and Africa Regions, while CLIC-EVALUATIONS is working globally on conducting evaluations and assessments. CLIC works closely with several partners in Canada, most prominently with World University Services of Canada (WUSC) implementing two large GAC funded projects in Jordan and Iraq.  And internationally, we work with many local and international companies and Non-Governmental-Organizations (NGOs).

CLIC has permanent presence in Iraq and Libya with partnerships in Tunisia, and Lebanon. We are planning to establish more country offices in other parts of the Region where we can provide our services to the private, public and not for profit sectors. We are looking for professionals who are culturally aware and sensitive, willing to work in a company that operates in several languages, and are interested in growing with us.

The Projects Manager is someone who likes a challenge, able to work on multiple projects and is a strong project manager. The job is based in Ottawa with some travel to the MENA Region. As well, the candidate will work closely with other partners and consultants to implement and develop new concepts and prepare proposals in response to calls for proposals that fit within CLIC-CONSULTANTS areas of expertise and interest. The ideal candidate has 5-10 year experience in managing international projects and is an effective communicator. They will also have experience in developing project ideas and work on proposals with our Business Development Unit.

MAIN RESPONSIBILITIES

Planning & Coordination

  • Plan and oversee the implementation of project plans
  • Manage and build on relations with partners
  • Coordinate with projects teams and ensure that all communication is respectful of local cultures and behaviors
  • He/she will manage day-to-day operations;
  • Communicate effectively with donors and clients in Canada and internationally;
  • Oversee logistics for project personnel missions to and from the field;
  • Provide ongoing reporting to management and partners
  • Manage field staff and consultants deployed to implement assignments and tasks effectively and efficiently and within timelines
  • Apply and improve on CLIC project management process for maximum efficiency
  • Work with management and Business Development Manager to  Identify opportunities for new projects through RFPs or concept notes
  • In conjunction with the M&E Manager, provide technical guidance for M&E to the project teams;
  • Document all lessons learnt to be integrated into future projects and opportunities

Financial Management

  • Exercise budget control and manage project procurement in accordance with contractual obligations and in consultation with the CFO;
  • Work with local accountants and HQ-CFO to monitor budgets, prepare financial reports
  • Work closely with clients to provide financial updates, request appropriate and legally required approvals and documentation.

QUALIFICATIONS AND REQUIREMENTS

Knowledge and Experience

  • Master’s Degree in international development, political science, social sciences or relevant discipline.
  • 5-10 years’ experience, including field-based experience, in conducting and managing project/program evaluations and assessments in the international development context.
  • 3-5 years’ relevant work experience with an international development organisation that includes a proven track record in project management of development programs.
  • Experience in managing international development projects/programmes in multi-stakeholders and complex environments is an asset.
  • Demonstrated experience in cultivating and maintaining relationships with Global Affairs Canada and other donors such as UN agencies and other countries
  • Sound understanding of gender and development issues and commitment to gender equality
  • Experience and knowledge of development issues in the Middle East and North Africa region an asset.
  • Experience in preparing project proposals and concept notes

Skills and abilities

  • Demonstrable Project Management experience for at least 5 years in a similar industry
  • Field experience in the managing projects internationally
  • Highly proficient in writing concept notes and proposals
  • Experience in business development is highly desirable
  • Able to work under pressure and manage multiple priorities
  • An MA or a BA with Post-Graduate diploma in Project Management.
  • Fluency in English essential and one of the two languages; French and/or Arabic.
  • Entrepreneurial and willing to engage own network and that of CLIC to build business opportunities.
  • Advanced interpersonal and verbal communication skills, in particular to collaborate among an international and multidisciplinary team.
  • Strong Microsoft Office Skills, Sharepoint and CRM Dynamics.
  • Strong organisation and time management skills.
  • Demonstrated ability to work independently with minimum supervision.
  • Problem-solving, coordination and facilitation skills.
  • Availability and willingness to travel.
  • Willingness to work irregular hours.
