Position Summary
CLIC Consultants is seeking a highly motivated and bilingual Project Manager to support the management and growth of its international development portfolio. The successful candidate will have demonstrated experience managing donorfunded projects, particularly those funded by Global Affairs Canada (GAC), and a strong track record in proposal writing and business development. The Project Manager will oversee project implementation, donor compliance, stakeholder engagement, financial monitoring, reporting, and proposal development while ensuring high-quality delivery of consulting assignments.
 
This position is ideal for a development professional seeking increasing responsibility within a growing international consulting firm.
 
Key Responsibilities
Project Management
• Manage the implementation of international development projects funded by GAC and other donors.
• Develop and maintain project workplans, implementation schedules, risk registers, and monitoring frameworks.
• Coordinate consultants, technical experts, partner organizations, and project stakeholders.
• Monitor project progress against contractual obligations, deliverables, budgets, and performance indicators.

• Ensure compliance with donor regulations, contractual requirements, and organizational policies.
• Support mission planning, logistics coordination, consultant recruitment, and quality assurance processes.
• Identify implementation risks and recommend mitigation strategies. Proposal Development and Business Development
• Work closely with the Business Development unit to prepare and coordinate proposal development processes for GAC, World Bank, UN agencies, multilateral organizations,
foundations, and international NGOs.
• Review solicitation documents, terms of reference, notices of funding opportunities, and requests for proposals.
• Draft and edit technical proposals, corporate capability statements, and expressions of interest.
• Conduct background research, stakeholder analysis, and contextual assessments. Client and Stakeholder Engagement
• Build and maintain positive working relationships with clients, donors, partners, and consultants.
• Participate in project meetings, workshops, and stakeholder consultations. 
• Represent CLIC Consultants professionally in interactions with external stakeholders.
• Support identification of strategic partnership opportunities.
 
Qualifications
Education
• Master's degree in International Development, Public Administration, Public Policy, Political Science, International Relations, Economics, Social Sciences, Evaluation, or a
related field or a relevant undergraduate degree combined with extensive experience. 
 
Experience
• Minimum 3 to 5 years of relevant professional experience in international development.
• Demonstrated experience managing donor-funded projects.
• Experience working on projects funded by Global Affairs Canada (GAC) is a strong asset
• Proven experience preparing or contributing to successful donor proposals.
• Experience managing budgets, workplans, consultants, and project delivery processes.
• Experience working in developing countries is considered a strong asset.
• Experience in 2 or more sectors including governance, public sector reform, MERL, agriculture, food security, climate change, gender equality, or economic development is desirable.
 
Language Requirements
• Fluency in English and French (spoken and written) is required.
 
Knowledge and Skills
• Strong project planning and organizational abilities.
• An understanding of Global Affairs Canada programming and reporting requirements is highly desirable
• Excellent proposal writing and technical writing skills.
• Experience using Results-Based Management (RBM) approaches.
• Strong analytical and problem-solving skills.
• Excellent interpersonal and stakeholder engagement skills.
• Ability to manage multiple deadlines simultaneously.
• Proficiency in Microsoft 365 applications, including Word, Excel, PowerPoint, Teams, and SharePoint.
• Proficiency in one or more M&E and research applications such as SPSS, Power BI etc and use of AI is an asset
• Ability to work independently in a fast-paced consulting environment.
 
Performance Bonus
The employee will be eligible for an annual performance bonus based on:
