Project Director for EU Election Observation Missions Framework

Alinea is currently recruiting a Project Director for a 2 year EU tender we are pursuing.
Summary of Project:
Election observation is a fundamental component of an election process. It is a crucial transparency check that promotes accountability and can therefore deter fraud and irregularities. This in turn can reduce violence and encourage participation. Election observation also provides wider information on a country's human rights situation and promotes immediate and long-term democratic development.
The overall objectives are to:
- Strengthen democratisation, good governance and conflict prevention;
- Contribute to reducing the possibility of fraud, manipulation, intimidation, etc. which could undermine the electoral process;
- Improve the legal framework and conduct of future elections, as well as public confidence in the institutions;
- Inform the European institutions on the conduct of elections in selected third countries.
- Ensure a cost-efficient implementation of EU Electoral Observation Missions (EOMs);
- Ensure the availability of a limited number of selected service providers capable of implementing EU EOMs in often complex environments while ensuring the highest administrative, logistical and security standards; and
- Encourage further enhancement in the implementation of EU EOMs.
The Position: Project Director
The Project Director will have an overall responsibility for the performance of the contract. In particular, he/she shall ensure the provision of high-quality services throughout the assignment. The Project Director will also be responsible for the day-to-day management of the contract and act as the central point of contact for each individual assignment.
- Day-to-day management of the framework contract and each individual assignment;
- Monitoring of the services rendered and of the performance of the experts implementing the individual assignments;
- Ensuring that quality control of the Specific Contract outputs is carried out, either by the Project Director him/herself or through an identified consortium member and its staff;
- Providing information to the European Commission about the implementation of the Framework Contract or any specific contract.
Qualifications and Expertise:
- University degree in management, business administration, public administration, finance, economics, or international relations;
- At least 10 years of proven post-graduate professional experience in the management, implementation and administration of international large-scale operations in a multi-cultural environment preferably in a similar position;
- At least 5 years of experience in management (contractual, financial, operational) of projects/programmes funded by international organisations and/or donors;
- Experience working on EU funded projects;
- Fluency in English; knowledge of French, Spanish or Portuguese would be an asset;
- Financial and budget management skills;
- Team management experience, preferably of teams in the field;
- General understanding of the EU policies and institutional set-up;
- Experience in a senior management position would be an asset;
- Work experience in one or several regions where EU election missions take place
