Job Title: Programs Officer
Reports To: Director, International Programs
 
effect:hope is Canada’s leading Christian development organization that fights globally to end Neglected Tropical Diseases and stop the suffering they cause for the world’s most marginalized people. The International Programs department develops and manages our international programs utilizing a theory of change approach, which sees the end of leprosy and neglected tropical diseases as the ultimate goal that guides our work.
 
 
Job Purpose
 
Working within the International Programs Department, the Programs Officer will support program management by coordinating the department’s data management, administrative, and monitoring and evaluation processes. The position will contribute to strengthening internal information and data management systems, proposal development and effective implementation of quality programming and compliance with CRA and grant funder regulations and guidelines. The post will be tasked with delivering four key areas of responsibility in line with effect:hope’s Theory of Change and Strategy.
 
Responsibilities
 
Monitoring and Evaluation
  • Work with the International Programs Director and team members to ensure all projects have a mechanism for regular monitoring and reporting of results, including the coordination of project evaluations, and contribution to effect:hope’s knowledge management system.
  • Ensure all projects have project funding agreements in place, as well as corresponding annual work plans and budgets
  • Ensure project results are compiled and prepared for use by Marketing and Development department and provide relevant program information for fundraising and communications work
  • Develop results-based tools that support programs and partners.
  • Work with other international programs colleagues to contribute to standardized quality performance indicators for all projects.
Proposal Development and Grant Management
  • Participate in the development of funding proposals to donors, institutions and foundations.
  • Collaborate with International Programs team in joint initiatives to identify and develop new projects and proposals with colleagues/partners in the field
Financial Management
  • Maintain financial information pertaining to International programs, including grant payment schedules and remittances, and other department expenses
  • Prepare for audits, reports and presentations to Board of Directors
  • Support the International Programs team in budget preparations and financial reporting for international programs
  • Manage fund remittance process for CRA compliance
  • Coordinate and manage CRA compliance information
  • Complete and Manage expense claims and reports for the IP team
  • Provide financial support to field partners when needed.
Administration and Internal Relations
  • Assist in the preparation of project funding agreements
  • Lead the department‘s archiving and filing of electronic and paper documents in accordance with knowledge management and financial systems
  • Support documentation of evidence and learning from programs for use with a range of stakeholders
  • Participate in team and organizational meetings
  • Manage the department’s calendars: meetings, travel, vacation, etc
  • Update and maintain the department’s list of contacts
  • Manage travel arrangements for IP team members as required and coordinate travel arrangements for partners visiting Canada

Undertakes other responsibilities not outlined above which are commensurate with a role of this nature and which have been discussed and agreed with the line manager.

 
Qualifications
  • Master’s degree in Public Health, International Development, Social Sciences.
  • Proven experience in monitoring and evaluation concepts and methods, and data management
  • Experience in financial management, including program budgeting and financial reporting
  • Demonstrated ability to apply Results Based Management Tools and concepts.
  • Experience developing proposals for institutional funders such as GAC, USAID, DFID, etc.
  • Proven track record in securing institutional grant funding.
  • 2-3 years experience working with health projects and partners in Africa or South Asia.
  • Experience developing concept notes, white papers or discussions papers.
  • Strong MS Office, SPSS, Stata and IT skills
  • Excellent command of written and spoken English and ability to speak and comprehend French desirable.
  • Ability and willingness to undertake overseas travel
