BACKGROUND
Cowater International Inc. is currently implementing a five-year Project titled "Empowering Women Through Professionalization of the Nursing Sector in Bangladesh” which aims to enhance the voice, influence and empowerment of nurses in the health sector in Bangladesh.  The expected results include: i) improved quality of gender-responsive education for female nurses in both public and private sectors in Bangladesh; ii) improved performance and professional status of female nurses in Bangladesh; and iii) improved enabling environment for female nurses’ for increased participation in the health sector in Bangladesh. 
JOB SUMMARY
Based in Dhaka, the M&E and Documentation Specialist (MEDS), reporting to the Team Leader, will be engaged on the Project as a full-time term employee and will be responsible for implementing all M&E and documentation related tasks in the Project. With technical support from the HQ based Results Based Management Specialist, s/he will be primarily responsible for coordinating data collection, analysis and reporting for all Project Performance Measurement Framework (PMF) Gender Equality outcomes and output indicators including documentation of project results. M&E Specialist will work in consultation with the national technical staff members on a range of Output-specific M&E tasks and documentation.
KEY RESPONSIBILITIES
  • Coordinate collection of all PMF GE Outcome and output indicator data as per the  approved PMF;
  • With the national GE Specialist, undertake timely analysis of all collected PMF GE Outcome and output indicator data from baseline onwards to end of Project as per reporting requirements and deadlines;
  • Draft PMF and related M&E associated sections of all Project reports, including, but not limited to, Project Operations Reports (semi-annual), Annual Work Plans, Annual Reports, and “stories of change” in line with GAC reporting requirements;
  • Prior to annual work planning, and within RBM limits, suggest further improvements to the Project PMF;
  • As requested by the Team Leader, develop data analysis charts/products based on PMF performance and/or other available information to date for presentation at monthly/quarterly project review meetings;
  • Prepare and maintain a gender-sensitive database of all completed trainings implemented by the Project, with quarterly summaries forwarded to the Team Leader for review;
  • Support ProNurse project documentation including gathering of “stories of change” as defined by GAC and related success stories, case studies and/or lessons learnt as directed by the Team Leader;
  • Work closely with Senior NNS and Senior International Nurses advisor to conduct an impact evaluation for Leadership for Change training for selected participants;
  • Support selected nurses on their preparation of abstracts and/or presentations for national conferences;
  • Work closely with the national GE Specialist and WRO-BNA WG to identify areas of evidence-based nursing best practices, and support a group of NIANER and CoN Mohakhali nursing students to conduct FGDs to collect stakeholder feedback;
  • Assist BNA to prepare a documentation/report on evidence for nursing best practice (including data collection, methodology development, analysis of results and report preparation)
  • Provide M&E support to Project team members and/or external consultants as and when required;
  • Any other tasks assigned by the supervisor.

JOB REQUIREMENTS 

Academic qualifications:
  • Master’s level degree in information science, statistics or related field, with specialized training/certification in health sector project monitoring and evaluation preferred;

Work Experience:

  • At least 10 years post qualification M&E work experience in international development and health sector programs in Bangladesh;
  • Experience working on gender equality and/or nursing focused health projects is an asset.  

Skills/Knowledge:

  • Substantial demonstrated knowledge in i) logical frameworks and indicator development; ii) indicator data collection using quantitative (survey) and qualitative (FGD, KII, IDI) methods; iii) trend analysis of collected indicator data over time; iv) coherent detailed and summary reporting of results for review by Project management;
  • Demonstrable analytical skills with an ability to focus, co-ordinate and synthesize data and information and make sound trend summaries on based on information available;
  • Knowledge of Global Affairs Canada project M&E related policies and procedures or those of an equivalently complex international government funding organization;
  • Knowledge and understanding of appropriate metrics to assess change in gender equality outcomes in the health sector;
  • Strong organizational skills with an ability to work under pressure and meet deadlines, while maintaining a positive, professional and solutions-oriented attitude;
  • Computer literate in word processing, spreadsheet (Excel) and presentation applications including familiarity with database and statistical applications (e.g., SPSS, SAS or STATA);
  • Strong communication skills with the ability to speak/read/write in English and Bangla;
