Brief Description

International Program Advisor, CESSD – Pakistan

Citizen Engagement for Effective Social Service Delivery, Phase III (CESSD III), currently operating in 11 districts of Khyber Pakhtunkhwa (KP) Province, is a multi-sectoral capacity building initiative working at the community, district, and provincial levels to improve the supply of, and access to basic social services (education, health care, and water supply). All of these services are also critical to the achievement of the Millennium Development Goals (MDGs) and KP Comprehensive Development Strategy. CESSD is funded by the Australian Government Department Foreign Affairs and Trade (DFAT).

Responsibilities

The CESSD Program Advisor position is a one-year renewable contract based in Pakistan (Peshawar), aiming to support the daily implementation of the project, with a strong focus on monitoring and reporting. The Program Advisor reports to the Project Field Manager (PFM) based in Peshawar. Responsibilities include but are not limited to: 

  • Review monthly workplans for consistency between sectors, timely sequencing,  and   the integration of cross-cutting themes such as governance, gender equality, and capacity development
  • Review all projects documents, including Semi-annual/Annual Report and Annual workplan to ensure the accuracy, consistency, and quality of the reports;
  • Work with project staff to strengthen monitoring and evaluation frameworks, processes and systems and provide guidance to ensure district offices are operating in accordance with policies and procedures, including the gender policies, strategies, and guidelines;
  • Participate in the preparation and review of all project notes, analysis, briefs, reports, communication material, and any other documents, as per the request of the Project Field Manager
  • Assist the project staff in designing and delivering training session for local partners on monitoring, reporting and results-based management

Selection Criteria

  • Minimum 5 years of experience in using results based management (RBM) tools for international development project management
  • Excellent reporting skills, with demonstrated experience in analysis, report writing and synthetises complex documents for a variety of audiences
  • Post-Graduate degree(s) in International Development and/or professional qualification in a field relevant to project management
  • Full fluency in English (speaking, reading, and writing fluency is mandatory)
  • Experience working in developing or emerging countries, preferably in fragile states and/or in Central/South Asia

Desirable

  • Experience working with international donors including: DFAT (formerly AusAid), WB, ADB, AfDB, GIZ, DFID, DFATD (formerly CIDA), etc.
  • Knowledge of financial management
