Background and Rationale

The “Strengthening Social Protection through Better Knowledge Management” assignment is designed to provide opportunity to SSN/DRM organizations in Ethiopia to improve their knowledge management (KM) practices. Harmonized and evidence-based systems supporting policymaking, program design, and decision-making in DRM/SSN sector are critical for effective implementation. Although over the past two years, the Government of Ethiopia (GoE) has made progress in developing and implementing systems for knowledge management, institutions need to do more to strengthen these systems to provide accurate and timely information for effective program implementation.

To achieve this objective Alinea’s International Knowledge Management Specialist will support Scalable Safety Nets and Disaster Risk Management (DRM/SSN) governmental organizations and other stakeholders to review existing knowledge management processes. The goal of this review is to identify areas for improvement and effective KM practices that DRM/SSN organizations can adapt/ replicate and scale-up and identify best KM practices used by other public sector institutions in Ethiopia and other DRM/SSN programs in Sub-Saharan African countries, and other countries in the Global South that can be adapted to Ethiopia.

Assignment and Contract period

The “Strengthening Social Protection through Better Knowledge Management” assignment will start immediately and finished on or before 31 December 31, 2021. This assignment if for a maximum of 40 billable days and aims to help SSN/DRM organizations in Ethiopia to improve their knowledge management (KM) practices.

Specifically, the consultancy has four outputs to be achieved through this consultancy:

  1. Conduct a review of good knowledge management practices in other jurisdictions that are relevant and applicable to Ethiopia.
  2. Map current knowledge management gaps among SSN/DRMC organizations.
  3. Prepare a presentation on findings of the mapping exercise, to include draft recommendations and priority actions.
  4. Prepare a document of findings.

Duties / Scope of work

The International Knowledge Management Specialist and will oversee the work of this assignment. During all stages of the consultancy, the KM Specialist will collaborate closely with stakeholders. The target groups will be organizations working in the DRM/SSN sector of Ethiopia such as the Ministry of Agriculture, Ministry of Peace - National Disaster Risk Management Commission, Ministry of Labor and Social Affairs, and Ministry of Health, implementing partners (NGOs and USAID contractors), and other development partners.

More specifically, the KM specialist will finalize this assignment in a maximum of 40 working days as requested by the client. The key milestone delivery below represents:

  1. Inception Report

The inception report with planned approach, details of planned deliverables and a proposed scheduling of work.

  1. Knowledge management review

The deliverable will be a 4-page annotated analysis of international best DRM/SSN knowledge management.

  1. Knowledge management mapping

The deliverable will be a 4-page annotated analysis of good DRM/SNN knowledge management practice in Ethiopia and areas where improvements might be made.

  1. Dissemination of preliminary findings and building a network of reform-minded people

The deliverable will be a 12-15 slide power-point presentation of preliminary findings to be presented to key stakeholders and shared with senior NDRMC and MoA staff and to include recommendations and Gantt chart of priority actions.

  1. Documentation of findings

The delivery of the documentation of all findings, analysis and recommendations in a detailed report of no more than 25 pages that includes a Gantt chart of priority activities. The recommendations will also include details for a proposed programme of capacity building/support visits to NDRMC/MoA knowledge management staff over a period of 12 months.

Management and Reporting

The International Knowledge Management Specialist will report to the BRE DRM Manager and the SSN Manager. Together they will engage weekly with the specialist. Through BRE DRM and SSN Managers, the specialist will engage with NDRMC, Food Security and Coordination Directorate (FSCD)/Federal Urban Job Creation and Food Security Agency (FUJCFSA) and DRM and SSN Senior Advisors.
