Position: International Gender Advisor

Position Type: Technical Specialist, Full-time (2019-2021)

Background

Summary of Project

Agriteam Canada is currently hiring an experienced International Gender Advisor for its new Ukraine’s Reform for Governance (SURG) Project, funded by Global Affairs Canada in Kiev, Ukraine. This is a five-year governance reform project designed to strengthen the capacity of the Government of Ukraine (GoU) to move to a reform agenda that better responds to the needs of its citizens including women, the marginalized and the vulnerable.

The project will promote gender responsiveness as a principle, meaning that the different needs, interests and constraints of women and men will be assessed and considered in planning and monitoring reforms that SURG supports, and measures will be taken to address gender related barriers and to reduce gender gaps. The project will work at two levels.  Individual government ministries will receive comprehensive technical assistance to support specific elements of their priority reforms. Ukraine’s national agency responsible for managing Ukraine’s overall reform agenda will also receive support as they manage the country’s overall reform agenda. At both levels, SURG will apply best practices and principles in change and policy management including Results-Based Management and Canada’s own Gender Based Analysis Plus to plan, implement and monitor Ukraine’s reforms.

Key Requirements

Education:

  • MSc or MA in social sciences or related discipline.

Language:

  • Fluency in English; Fluency in Russian or Ukrainian languages considered a strong asset.

Experience:

  • At least eight (8) years of progressively responsible professional experience on gender equality initiatives with applied knowledge of gender mainstreaming approaches to developing governance reform deliverables (policies, regulatory frameworks, programs and projects). This includes a solid understanding of the nuanced uses of GBA+ as a tool for mainstreaming GE into policy and program development and implementation processes.
  • At least 2 years of experience in international development including working in focus countries in Eastern Europe; experience working in Ukraine is desirable (but not essential).

Essential Skills:

  • Practical knowledge of results-based management (RBM) approach as well as M&E systems including performance indicator development.
  • Strong written and verbal communication skills.
  • Strong problem-solving and adaptability/flexibility capabilities.

Responsibilities

Needs Definition/Training:

  • Participate in formal and informal need definition processes: Support the project’s due diligence and reform needs assessment processes ensuring the specific needs of Ukraine’s women and girls as well as citizens with other identity factors are fully articulated, considered and addressed.
  • Design and deliver GE/GBA+ training of reform team and reform stakeholders: Design and deliver training that highlights and quantifies the social and economic benefits derived from gender equality across all government policies, programs and projects.  This includes training field staff and local stakeholders on the principles of GBA+, a gender mainstreaming analytical tool that ensures gender and other identity factors are considered when developing new/adjusted policies and programs.

Reform Implementation:

  • Implementation plan development: Contribute to the design and development of gender-responsive reform implementation plans.
  • TOR development: Contribute to the development of job description and terms of references for SURG field employees and short and long-term reform office experts.
  • Assess regulatory and legislative frameworks/ recommendations for their gender mainstreaming potential/integration: Review, assess and contribute to the development of regulatory and legislative frameworks through the formulation of recommendations on how gender and other identify factors can be fully integrated into these frameworks and their associated legislation and regulations.
  • Support analysis and prioritization process of national reform plans for citizen impact: Contribute to building capacity of the national reform agenda owner to analyze and prioritize national reform plans through a gender lens.
  • Technical and gender tool development: Support the development of planning and implementation technical tools for reform management, identifying opportunities for integrating gender equality and mainstreaming into the function of the tools.
  • Job embedded support: Provide ad hoc job embedded support to SURG’s local field office staff, reform office personnel and the GoU leadership and bureaucrats as they plan and implement reforms.

Monitoring and Evaluation:

  • Support project-level gender disaggregated data collection and performance monitoring: Contribute to the integration of GE elements into SURG’s project level M&E system, including identification of GE-responsive indicators, data collection tools and performance data analysis processes.
  • Support reform-level gender disaggregated data collection and performance monitoring at ministry level and national level.
  • Contribute to the development of M&E systems for individual reform initiatives and national reform plans, including identification of GE-responsive indicators, data collection tools and performance data analysis processes. This includes tools related to the conduct of national public consultation processes supported by SURG.

Pilots:

  • Developing pilots: Assist with integrating gender equality and mainstreaming into the design and delivery of reform pilots.

Communication

  • Communication plans: Ensure reform communication plans integrate messaging that consider differences in gender and other identity factors in the design and delivery mode of communications campaigns.
