Cowater is recruiting a short-term Impact Modelling Expert for Economic Growth and Job Creation for its FCDO-funded Cities and Infrastructure for Growth Zambia (CIGZambia).

SUMMARY OF THE PROJECT

CIGZambia is a technical assistance programme that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects/programmes that help harness the potential of Zambia's cities and towns to act as drivers for inclusive economic growth and job creation. CIGZambia is funded by the UK's Foreign, Commonwealth & Development Office (FCDO).

The overall programme objectives are to promote urban economic resilience and inclusive growth by inter alia:

  • increasing urban productivity;
  • improving access to urban economic infrastructure services;
  • increase investment into urban economic infrastructure and services; and
  • enhancing national and regional integration between cities.

The first phase of CIGZambia runs from 2018 to 2023.

KEY RESPONSIBILITIES

The Impact Modelling Expert will have three main objectives:

  • To develop and document an Impact Modelling Tool (as automated and easy to use as possible) to be used by the CIGZambia team to estimate the number of jobs created through infrastructure, energy and urban planning related projects supported by CIGZambia. The Impact Modelling Tool should follow the above methodology (with some variations/adaptations if this is deemed necessary for the Zambian context and given the skills/expertise of the Expert). The Modelling Tool should include time series estimates of the indirect impact on economic growth and job creation for all current live CIGZambia projects related to infrastructure construction and improvement.
  • To apply the Modelling Tool to all current CIGZambia projects that support new infrastructure development or improve the functionality of existing infrastructure.
  • To establish the capacity within CIGZambia of minimum 3 CIGZambia team members to the extent that in-house M&E staff and others will be able to apply the Modelling Tool to future CIGZambia projects. The consultant is expected to propose a capacity building approach in his/her technical proposal and ensure that sufficient time is built into the work plan for this.

JOB REQUIREMENTS

Education:

  • An advanced degree in Economics (Master's or equivalent)

Minimum Experience:

  • 5-10 years relevant experience developing quantitative economic impact models, including advanced methodologies and tools for economic impact assessment in a developing country context;

Essential Skills:

CIGZambia is looking for applicants with:

  • An understanding of donor-funded programmes and logical framework models/metrics is desirable;
  • Skilled at capacity building and delivering training;
  • Strong organisational skills and ability to adhere to workplans and timelines;
  • Outstanding proficiency in spoken and written English.
