WHO WE ARE
Good Governance Fund is a technical assistance project funded by the British Government through 2024. The Portfolio Management Unit (PMU) is a management organisation of the fund charged with assessing the support needs and designing projects to be funded through the GGF. The project covers a broad scope of reforms, ranging from supporting SMEs to modelling the supply and demand of electricity to building a new and welcoming investor environment in Ukraine. We offer a truly “helicopter view” of Ukrainian reforms and an opportunity to work on projects that drive transformation in Ukraine.
WHO WE ARE LOOKING FOR
A seasoned professional with profound experience in advising on strategies and policies for achieving a low-emission development path. You will cover both strategic and very detailed operational issues at the interface of energy and climate policy. You will define and advise on scope, focus and indicators, critical sectors and gaps for interventions while targeting both sectoral (including, but not limited to energy, transport, agriculture, housing, health, forestry and water management) and regional levels. You will cooperate with government, development initiatives and projects. You possess solid experience in project management, results-based management, implementing the Theory of Change and monitoring implementation. You are well-organised to draft coherent Terms of References and remain undeterred by a review cycle.

WHAT YOU WILL DO
As part of the Good Governance Fund’s Portfolio Management Unit, you will contribute to sustainable economy development and recovery architecture, theory of change, outputs and draft terms of references for specific energy sector-oriented reform initiatives and/or projects. Once the project or initiative moves into the implementation stage, you will review, and quality assure the deliverables received from the delivery partners.
DUTIES
Reporting to the Country Director, you will be responsible for:
- Develop proposals on improving development and recovery of the sustainable energy sector at the national, regional and local levels;
- Develop and implement capacity building measures on design and implementation of the relevant development projects;
- Research on renewable energy, power grid flexibility policies and other related topics
- Collection, processing and analysis of economic and market data
- Support application of energy system development tools and approaches by national/regional/local authorities and development partners;
- Act as a PMU’s focal contact point for the Government of Ukraine
- If required, interact with oblast/local authorities and technical assistance projects regarding implementation of regional development projects.
- Working with external experts to incorporate their views;
- Taking part in donor meetings, drafting minutes;
- Reviewing and approving project deliverables;
- Drafting briefing notes for potential intervention areas.
Requirements:
- Master’s Degree in energy law, environmental studies, natural sciences, ecology or other relevant field;
- Superior English proficiency is a must, candidates should have at least C1 with experience in drafting work-related documents in English
- Native Ukrainian;
- Experience as advisor to Ukrainian government agencies;
- Proficient knowledge of Ukrainian energy sector
- Knowledge of laws and regulations in the area of energy policy
- Experience in policy analysis and report writing for high-level officials at the Government of Ukraine;
- 4+ years of advising to government bodies, international organisations and initiatives on sustainable energy sector development
- 4+ years of experience, ideally in international development environment;
- Strong analytical, capacity development and communication skills;
- Solid understanding of international organisations, government operations and reforms;
- Motivation for implementing tangible reforms;
- Good people skills;
- Ability to work in MS Teams/Sharepoint.
