Location of Position: Canada (remote) with travel to Colombia

Reporting to: Project Manager, TAP-EDM

Indicative LOE/Time Frame: Up to 100 days over an 8 month period

Language Requirements: Spanish, English, French

Citizenship: Applicants must be Canadian citizens or have permanent resident status in Canada.

Remuneration: Fees are subject to negotiation and shall not exceed established market rates..

About the Project

The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 120-150 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.

 

TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.

 

About the Initiative

The objective of this project is to design a strategy for gender mainstreaming at the Ministry of Mines and Energy and three affiliated entities (the “Agencia Nacional de Hidrocarburos – ANH”, the “Agencia Nacional de Minería – ANM” and the “Unidad de Planeación Minero Energética – UPME”) based on the identification of existing gaps at the sectorial and institutional level, and the proposal of alternative solutions and a gender mainstreaming strategy to reduce the identified gaps and to promote the inclusion of women in the sector.

 

This project will transfer Canadian experience, tools and best practices for mainstreaming and implementing gender equality at the Ministry of Mines and Energy and the three selected affiliated entities.

 

Key Responsibilities

In this context the Expert on Gender Equality will:

  • Develop a detailed workplan, in close consultations with the Ministry of Mines and Energy and Alinea International staff, and prepare technical documents, training material, progress reports and a final TAI report.
  • Review the current legislation and key documentation on gender equality at the national, sectorial and institutional level including relevant guidelines, reports and studies using the Gender-Based Analysis Plus methodology.
  • Submit a report detailing the results, recommendations, lessons learned and good practices to reduce and/or mitigate the identified gaps and to promote the inclusion of women in the sector.
  • Propose a gender mainstreaming strategy for the Ministry of Mines and Energy, including the methodology and the indicators to measure the implementation of the proposed strategy.
  • Provide virtual support to the Ministry of Mines and Energy on the implementation of the strategy including the development of a training module to be define by the proposed strategy.
  • Promote the TAP-EDM project and share its experience with assigned Alinea International staff through public engagement activities, before, during and after the TAI back in Canada.

 

Academic Qualifications and Experience:

Essential Skills:

  • Post-graduate studies in a relevant field.
  • 10 or more years of experience in the field of gender equality and mainstreaming
  • Extensive knowledge of the GBA Plus and its application.
  • Extensive Knowledge on Canadian and/or international best practices on gender equality.
  • Demonstrated knowledge in the integration of gender perspectives in highly masculinized sectors.
  • Experience in gender-related public policy development, the implementation of action plans to build capabilities and to carry out workshops and/or webinars for different stakeholders.
  • Experience in capacity-building / institutional strengthening.
  • Experience in training development, delivery, and coaching.
  • Ability to work effectively with diverse and multiple stakeholders.
  • Ability to operate effectively and respectfully in multicultural and multidisciplinary setting

Skills that would be an asset:

  • Experience working in the Energy, Mining, Oil & Gas Sector in Colombia and/or Latin America.
  • Intermediate or Advance Language Proficiency in Spanish a major asset
  • Previous experience and understanding of gender dynamics in Colombia and/or Latin America.
