TAP-EDM Description:

The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 80-100 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights, and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.

TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.

 

About the work

More than 20 million women who are out of the workforce in Mexico dedicate a significant part of their time to unpaid domestic and care work, which represents major obstacles to their incorporation into employment; thus, their participation rate in the labor market is 45.9% and that of men is 75.9%, according to the National Survey of Occupation and Employment (ENOE) in 2024, and they have an informal employment rate of 55.9%. In addition, there are 2.5 million paid domestic workers in Mexico, 9 out of 10 of whom are women. Their work, even when paid, is precarious due to the absence of labor rights, low or no remuneration, as well as the risk of suffering physical and mental harm, including sexual abuse.

 

Mexico has made significant strides toward drafting the General Law on the National Care System. On 18 November 2020, the Chamber of Deputies passed the proposal to amend Articles 4 and 73 of the Constitution to elevate the right to dignified care to constitutional status and create a Care System. In 2021, a bill was introduced in the Senate to create the National Care System comprising various federal ministries that will participate in its financing. It also establishes the State's obligation to promote co-responsibility between women and men in this activity.

 

INMUJERES is the entity responsible for promoting and fostering conditions that enable non-discrimination, equal opportunities, and equal treatment between genders, the full exercise of all women's rights and their equal participation in the political, cultural, economic, and social life of the country. To date, INMUJERES coordinates the Inter-Institutional Technical Working Group to articulate care services and promotes the creation of a National Care System, which includes a financing and implementation model for the expansion of Care Centers for children aged 0 to 3 years.

 

The Role

The objective of this initiative is to provide technical assistance to the National Institute for Women in Mexico (INMUJERES) and other key governmental partners in expanding childcare centers for children aged 0 to 3 years, with the aim of developing a sustainable financial model with a viable implementation, prioritizing children who do not have social security or access to these care centers.

 

Additionally, this cooperation will allow Canada to share its experience, best practices and lessons learned with INMUJERES regarding the creation, operation and financing of care and daycare centers policies in Canada.

 

Role Deliverables:

  1. Develop a detailed work plan, in close consultation with INMUJERES, other governmental partners and Alinea International staff and prepare the final report for this initiative.
  2. Review the current legislation or regulations in Mexico, including those under review or pending approval by the legislative branch, as well as diagnostics and analysis (reports and data collected) on the implementation of Childcare Centers for children from 0 to 3 years who are not entitled to social security.
  3. Conduct a consultation process (ideally in-person) with key INMUJERES staff and other relevant public and private sector stakeholders to assess the existing challenges and obstacles for the expansion of Childcare Centers for children aged 0 to 3 years.
  4. Prepare a report based on the results obtained during the consultation process.
  5. Identify best practices in Canada on the creation, operation, funding and implementation of Childcare Centers for children aged 0 to 3 years.
  6. Develop a sustainable financial and public policy implementation model for Childcare Centers for children aged 0 to 3 years who do not have access to early education, care, or comprehensive child development services, ensuring the model is both operationally and financially feasible without being too costly.
  7. The implementation model for Childcare Centers for children aged 0 to 3 years should at a minimum:

a) Identify the applicable regulations in the field.

b) Plan strategies for design, coverage expansion, necessary infrastructure, implementation, and sustainable financing schemes.

c) Identify necessary differences and adaptations based on various intersectional characteristics (type of locality, ethnicity, disability, migratory status, or others) of the target population.

 

  1. Include private and community sectors and other key stakeholders who can participate in a shared responsibility manner, where the State is the primary responsible for implementation and providing the necessary regulation, support, and professionalization.
  2. Identify intersectoral and intergovernmental coordination mechanisms for its effective articulation.

 

Develop a workshop in Mexico City to:

  1. Present the project results, and outline the next steps, as well as the roles and responsibilities of the key government partners involved in the implementation of the operational and financially sustainable Model.
  2. Train key Mexican government officials involved in this initiative (including INMUJERES, the Ministry of Finance and Public Credit, the Ministry of Welfare, the Ministry of Public Education, SNDIF, the Mexican Social Security Institute, among others) on this initiative.
  3. Promote the TAP-EDM project and share their experience with Alinea International staff assigned through public engagement activities and communication with the society, before, during and after the TAI and upon their return to Canada.

 

Required Qualifications:

 

  • Postgraduate studies in Economics, Statistics, Sociology, Public Policy, Gender Equality and Social Inclusion, Early Childhood Systems of Care or other areas related to this initiative.
  • Extensive experience in designing, operating and/or financing public policies and/or National Early Childhood Systems of Care at the Federal/Provincial level in Canada.
  • Extensive experience in developing economic/financial models for the creation and/or expansion of childcare programs.
  • Extensive knowledge of Gender Based Analysis Plus (GBA Plus) and its application, as well as in public management and governmental coordination.
  • Extensive experience in developing, implementing of workshops, seminars and/or training/capacity courses, preferably with public officials.
  • Ability to work effectively with various and multiple stakeholders at the international and national levels.
  • Ability to work effectively and respectfully in a multicultural and multidisciplinary environment, in person and virtually.
  • Proficiency in preparing outcome-focused reports and handling information from various sources.
  • Proficiency in Spanish (reading, spoken and written) and working knowledge/institutional and cultural understanding of Mexico and/or Latin America.
  • Basic knowledge of the Mexican tax/fiscal system (The Ministry of Finance and Public Credit may provide an introductory session on this topic).
