About TAP-EDM:
The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 150 Canadian experts via 70-90 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada. TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.
About the work:
Since 2015, more than 6 million Venezuelans have left their country seeking refuge and better opportunities in neighboring countries such as Colombia, Peru, Chile and Ecuador. Colombia is the country that has been hosting the largest number of Venezuelans, with more than 2.5 million migrants, equivalent to more than 36% of the Venezuelan exodus, which has generated significant pressure on the Colombian socioeconomic systems and social fabric.
In the last six years, Colombia has established new policies for the integration of Venezuelan migrants and refugees and has been introducing several mechanisms in response to the large-scale influx of migrants, which are in the process of implementation.
The National Planning Department (DNP) is the Colombian National Government entity that leads the technical planning and guidance for policy formulation, including the prioritization of investment resources throughout the country. As part of its technical mandate, the DNP created the Colombian Observatory for Venezuelan Migration (better known as OMV) which aims to collect, organize and analyze information related to Venezuelan migration in Colombia, including the government's response to the economic and socio-cultural integration of Venezuelan migrants and refugees in its territory.
To this end, OMV designed in partnership with the Inter-American Development Bank (IDB) a Multidimensional Index of Socioeconomic Integration of the Venezuelan migrant population in Colombia (IMI) that serves as a navigation chart and an instrument for prioritizing actions for the socioeconomic integration of migrants, and allows strengthening decision-making in this area. This index has a national scope, as well as for 23 departments and their capital cities; it measures 4 dimensions, divided into 11 sub-dimensions and 36 indicators, and is expected to be updated every six months.
The OMV receives a large amount of information and migration data from various ministries such as Labor, Education, Health, Finance; governmental organizations such as Migration Colombia, National Police, Prosecutor's Office and non-governmental organizations, in different formats, times and contents.
Despite the progress achieved, the OMV does not have an effective mechanism that allows it to systematically collect all the data collected to adequately analyze and identify the socioeconomic profile and needs of migrants and refugees, thus limiting the development of appropriate and evidence-based public policies and action plans that support the effective integration of migrants into Colombian society.
The Role:
The objective of this initiative is to provide technical assistance to the DNP and the OMV to design and implement a digital and automated system for the collection, management, monitoring, dissemination and analysis of migration data from different sources at the national and territorial levels.
This system will allow them to perform a disaggregated analysis of the information collected, including an analysis based on gender and other identity factors to make informed decisions and implement government measures for migrant inclusion supported by objective, current and validated data.
In this context, Canadian experts or group of experts in digital and automated data collection, monitoring, visualization and analysis systems should:
1. Develop a detailed work plan, in close consultation with the DNP, OMV, and Alinea International staff and prepare a final TAI report.
2. Review existing regulations, procedures, requirements, practices, and tools for the collection, management, monitoring, dissemination, and analysis of migration data and indicators at the DNP, OMV, and other related entities, including the Multidimensional Index of Socioeconomic Integration.
3. Identify best practices in Canada and Latin America on digital and automated tools and/or systems for the collection, management, monitoring, dissemination and analysis of migration data for governmental decision making at various levels.
4. Identify challenges, gaps and loopholes in existing processes and propose recommendations to:
a. Standardize and streamline such processes, as well as improve intergovernmental coordination in the collection, management, monitoring, dissemination and analysis of migration data; and
b. Improve the use of the Multidimensional Index of Socioeconomic Integration.
5. Develop a training workshop in the city of Bogota for DNP staff, OMV and other key entities to share recommendations, lessons learned and best practices in:
a. collection, management, monitoring, dissemination and analysis of migration data and indicators, including intergovernmental coordination, and
b. the application and development of the Multidimensional Index of Socioeconomic Integration.
6. Provide virtual support, accompaniment and coaching to DNP and OMV staff to develop a collective action plan that will allow them to implement the proposed recommendations.
7. Promote the TAP-EDM project and share their experience with assigned Alinea International staff through public participation activities and communication with the public, before, during and after the TAI back in Canada.
Qualifications:
Essential:
- Undergraduate education in statistics, computer systems, economics, public administration, or other field related to this initiative.
- At least 10 years of experience in the development and implementation of digital and automated systems for the collection, management, monitoring, dissemination, and analysis of data and indicators.
- Experience collecting, managing, monitoring, and analyzing digital data using intersectional gender and human rights approaches.
- In-depth knowledge of GBA Plus (gender-based analysis plus) and its application.
- Experience analyzing data disaggregated by age, gender, ethnicity, employment, and other demographic, economic and social factors.
- Knowledge or experience with policies or programs related to migration and integration of new Canadians or international residents.
- Knowledge or experience with the Canadian Integration Measurement Index.
- Experience in career coaching and training development and delivery.
- Ability to collaborate effectively with multiple and diverse stakeholders at the international and national levels
- Ability to work effectively and respectfully in a multicultural and multidisciplinary environment
- Ability to prepare reports and manage information from various sources
Assets
- Fluency in Spanish and working knowledge/cultural understanding of Latin America or Colombia.
- Understanding of the complexity of socio-economic and other factors contributing to voluntary and forced migration in Latin American countries.
