Good books brought to life by excellent teachers help learners understand and thrive in the world around them.  That is the idea behind CODE.   CODE takes a comprehensive approach to programming, working with teacher educators, teachers, librarians, writers, and publishers to develop and sustain literate environments. CODE works in partnership with national and local governments, local implementing partners and in-country experts as well as with international experts, institutions and organizations. 

SUMMARY

Under the general direction of the Executive Director and working in close collaboration with other members of staff, the Director of Programming, provides leadership to the development and implementation of plans to “operationalize” the literacy and learning programming of CODE’s Strategic Plan.   The Director coordinates the work of the Programming Department, participates in the management of the overall organization and contributes to the effective and efficient functioning of CODE.

MAJOR RESPONSIBILITIES

 

  1. Provides leadership to the development of CODE’s program strategy and oversees all program planning, implementation, monitoring and reporting by:       
  • Oversees the development and implementation of annual plans and budgets within the three-year strategic plan framework.
  • Keeps updated on and informing CODE about relevant developments in the geographic area of focus and in the education and learning sector.
  • Provides CODE with expertise and technical support on literacy, teacher training, learning material development, gender equality, monitoring and evaluation, as well as capacity building of partners. 
  • Ensures timely analysis of programming and practice in a way that ensures results based management.
  • Working closely with the Executive Director and Director of Program Development in providing leadership and content expertise for the development of new programs
  1. Coordinates implementation of components of CODE’s Programs     
  • Supports partners to define and develop activity plans within the project work plan.
  • Maintains communication with partners to ensure understanding and compliance with CODE’s plans, criteria, policies and resources available for their programs.
  • Reviews program plans with partners to ensure compliance with CODE policies, strategy and monitoring and evaluation requirements.
  • Prepares terms and conditions/agency agreements as required for approved programs and ensures compliance with the terms and conditions.
  • Verifies quarterly financial and narrative reports comply with the approved program documents, terms and conditions.
  •  Visits program beneficiaries during field trips as a means of directly monitoring programs.
  • Manages the transfer of funds to partners within the established policies and procedures.
  • Manages cash flow for program and administrative expenses within approved budgets.

 

 

  1. Directs, manages and supports the work of the Programming Department               
  • Participates in the hiring, supervision and mentoring of department staff.
  • Facilitates regular department meetings to schedule and coordinate work, resolve operational issues and ensure harmonious relations amongst department members.
  • Networks to identify program opportunities.
  • Oversees the development of department annual work plans.
  • Up-dates position descriptions annually and facilitates CODE’s Employee Development and Performance Management System.

 

  1. Participates in the coordination/management of the overall organization and     collaborates with other staff to ensure the overall effective and efficient functioning of CODE’s offices                                                                                                    
  • Participates in regular Management Team meetings to address organizational issues and collaborate on organizational initiatives as a member of the Management Team.
  • Implements human resource policies.
  • Contributes to the development of plans and strategies and the resolution of operational issues together with other departments.
  • Provides program information and data to the Fundraising & Donor Relations Department.
  • Attends CODE’s general staff meetings.
  • Provides reports and support for Board meetings and the Annual General Meeting.
  • Communicating with and reporting regularly to the Executive Director and the rest of the organization through the appropriate bodies.

 

POSITION QUALIFICATIONS, REQUIRED KNOWLEDGE, COMPETENCIES AND EXPERIENCE

 

Essential:

  • Excellent interpersonal, problem solving and communication skills (both oral and written)
  • Demonstrated ability to get things done
  • High level of personal and professional integrity and trustworthiness
  • Strong work ethic and require minimal direction
  • Excellent project/program management, administrative and organizing skills
  • Strong financial literacy
  • Computer literacy (familiarity with word processing, spreadsheets and database software).

 

Experience:

  • An understanding of and a minimum of ten years’ experience in international development including having work in a developing country.
  • Knowledge and proven expertise in education, promoting gender equality, literacy programming, literacy assessment, teacher development and learning material development.
  • Experience managing large, multi-year projects and reporting to donors.
  • Experience and knowledge developing and tracking project and annual work plans and budgets.
  • Experience monitoring and evaluating international development programs.
  • Experience working in partnership and managing partner organizations.

 

Education:

  • Master’s degree in education, development, international development /affairs, or related field.

 

Language Requirements:

  • Able to work in both English and French, Portuguese or other languages are an asset.
  • Strong English-language writing skills with experience report writing
