TFO Canada facilitates access to the Canadian marketplace and shares Canadian trade expertise for the benefit of smaller exporters in developing countries. Founded in 1980, TFO Canada is a non-governmental, non-profit organization. Program Director The Program Director is responsible for program planning, implementation (through a team of Project Managers) and ongoing communications with donors, including results based reporting, of TFO Canada’s Multi-year programs. The Program Director also supports the Executive Director and Senior Project Manager – Partnerships and Special Projects in the preparation of new program proposals and related business development activities. Currently Trade Facilitation Office Canada (TFO Canada) is in its third year of a five year program which will continue TFO Canada’s delivery of trade information services to developing country exporters in over 100 countries. This program also delivers trade development services such as seminars, trade missions and advisory services (e.g. country or product-specific market studies) that will assist SMEs from developing countries and emerging economies enter the Canadian market. We are also starting the third year of the TFO Canada-Tim Horton’s Coffee Partnership, whereby work is done to support smallholder coffee farmers in Central America. These services and project activities are implemented by a team of four project managers working with specialist staff and a roster of consultants such as Canadian market specialists for particular sectors. In overseeing program implementation specific responsibilities of the Program Director will include: - Developing and maintaining senior level contacts with implementation partners in TFO Canada partner countries/regions - Conduct program planning and needs assessment missions in selected partner countries - Development of Results Based Management and performance measurement frameworks to support project implementation - Development of project budgets and monitoring of these budgets during program implementation - Supervising project implementation by TFO Canada Project Managers of individual projects including, as required, conduct of monitoring missions - Preparation of periodic project or program results-based reports for donor(s) - Liaison and communications/relationship management with Global Affairs Canada and other donor desk officers responsible for funding TFO Canada’s programs. - Ensuring that appropriate project records are maintained to provide a sound basis for project tracking, reporting and follow up, or review of program activities and results, including external program audits. A portion of the Program Director’s time is allocated to business development activities including identification of new program opportunities with a variety of funding organizations as well as the preparation of project or program proposals for Global Affairs Canada and other donors. The Program Director also serves as Acting Executive Director of TFO Canada in the absence of the Executive Director and is a signing officer of the organization. Qualifications Required: - Proven capability in project and program management including planning, execution, supervision and reporting - Minimum of 5 years of experience in international development project management including results based reporting - Knowledge of Global Affairs Canada including its development programming principles and results based management approaches and tools, as well as issues related to cross-cutting issues such as gender and environment - Previous experience in donor relations including reporting to donors - Previous experience in relationship management with country partner organizations - Organizational management experience including employee supervision - Demonstrated knowledge of budgeting and project costing - Excellent oral, presentation and written communication skills including report-writing in English - Fluency (oral and written communications) in English and French. - Relevant university degree, preferably at the Master’s level - Knowledge of international trade and marketing - 10 years combined experience in international development and/or international trade Desirable: - Experience in trade development programming - Private sector experience in export marketing/management - Business development and proposal-writing experience - CITP designation - Working knowledge of Spanish (reading, writing and oral) Compensation: TFO Canada offers a competitive salary and benefits package commensurate with experience and the norms of the international development NGO sector.
