SUMMARY OF THE PROJECT
Cowater International is preparing for an upcoming opportunity focusing on managing and overseeing delivery of the UK Sahel Flexible Fund (SFF) in Mali, East Sector (Gao Region). The programme aims to promote greater stability, reduced violence and increased human security, aligned to the aims of the UN peacekeeping mission to Mali (MINUSMA) to which the UK has deployed 300 troops, through the commissioning and managing of local stabilisation projects in Sector East (Gao region Mali). The programme will provide technical assistance to help the client to deliver an integrated approach to stabilisation.
The programme is expected to start in 2021 for a period of 30 months.
SUMMARY OF THE POSITION
The CSO Capacity Building expert will be a core member of the team, reporting directly to the Team Leader to ensure the capacity building of the local CSOs benefiting from the flexible fund in Mali Sector East (Gao Region).
KEY RESPONSIBILITIES
- Lead the identification of strategic needs and development of approaches to build capacity of civil society organisations
- Provide technical assistance and build capacity of local CSOs to ensure the development of projects which align with the UK approach to stabilisation
- Provide tailored technical assistance in support of Women, Peace and Security agenda and improve security for women in Gao
- Lead recruitment of and provide technical assistance to local partners in Gao to assist delivery of SFF interventions and to strengthen their organisational footprint
- Oversee the administration of organisational capacity assessments of local CSOs and design of capacity development plans focusing on areas including, but not limited to: policy analysis/advocacy, coalition building, sustainability, financial management, procurement, human resources, programme design, implementation, monitoring and evaluation, and outreach.
- Deliver high quality training, technical assistance and mentoring to local CSOs.
- Maintain a high degree of quality control over project activities conducted by local partners.
JOB REQUIREMENTS
Education: A relevant professional qualification or graduate degree
Essential Skills:
- At least 10 years’ experience in the civil society development field, preferably in the Sahel
- Demonstrated knowledge of civil society, media, political, and social contexts in Gao/Mali
- Strong and demonstrable track-record of engaging with communities and participatory approaches in insecure and fragile contexts
- Experience in applying UK's integrated approach to stabilisation (3Ps) is an asset
- Demonstrated experience developing relationships and working collaboratively with Malian government agencies and local organisations in Mali, and Gao specifically
- Strong experience in CSO capacity building (training, facilitation as part of a participatory approach, methodological knowledge in the field) including the definition of capacity building strategy
- Track record in stabilisation and peacebuilding interventions and/or knowledge of international peacebuilding policy trends
- Demonstrated record of championing gender equality and social inclusion across programming, such as gender integration and inclusion of women, youth, internally displaced persons, persons with disabilities, ethnic and religious minorities, and other marginalised communities
- Excellent communication skills in English and French (speaking and writing)
- Malian nationals, and individuals with experience in Mali/Sahel, highly encouraged to apply and knowledge of local languages is an asset.
