Position Title: Controller

Location: Ottawa, Ontario 

Immediate Supervisor: CEO

Language proficiency: Bilingual in English and French  

Salary and benefits: Commensurate with experience (eligible to participate in Public Service Health Care Plan (PSHCP) and Public Service Pension Plan (PSPP)

The Parliamentary Centre is renewing itself through a new strategic plan, a revitalized board and the development of important new programming to reaffirm the Centre as Canada’s global leader for democracy.  

The Parliamentary Centre is hiring a Controller to provide financial leadership in the organization and targeted support to a growing portfolio of programming, including a new program to support women’s political voice in the parliaments of Ghana and Togo. (see description below)

SUMMARY OF FUNCTIONS

Reporting to the Parliamentary Centre’s (Centre) CEO, the Controller position will provide financial operations and oversight for a portfolio of programs and Centre initiatives.  Working closely with program teams, the Controller provides and has oversight for all aspects of financial support and compliance during the lifecycle of projects (pre-award, during the project period, and post-award).  

As a Controller for the Centre, you are an adaptable, proactive individual with a strong willingness to learn and enjoy working in a fast-paced environment.  

The responsibilities include budget reviews, institutional and project risk assessments, operational and project financial analysis and reporting, providing guidance and advice to the program teams and the Centre’s operations staff, and oversight for the day to day management of the Centre’s financial operations.

Qualifications

  • Bilingual in English and French (required)
  • Bachelor’s Degree in Accounting, Finance or Business Administration 
  • Completion of a Canadian recognized accounting designation (CPA). 
  • Minimum 5 years accounting experience preferably with international NGO, and not-for-profit organizations
  • Minimum 3 years of experience leading and managing a finance function
  • Experience in financial grant management including accounting and project financial reporting.
  • Knowledge of Global Affairs Canada (GAC) and other funder budget and finance reporting guidelines 
  • Experience with financial administration of grants or contribution agreements from donors

 

Skills

  • Strong interpersonal skills and ability to interface with the Programs team, funding agencies, and all levels within the Centre
  • Must be self-motivated, proactive, and have demonstrated excellence in organizing and prioritizing workflow in a fast paced and high-volume environment.
  • Ability to execute projects with minimum supervision and to complete work within required deadlines 
  • Highly computer literate with advanced knowledge of MS Excel, MS Office Suite, and finance system automation
  •  Strong analytical skills, knowledge, and skill in applying analytical and evaluative techniques to the identification and resolution of grant administration issues. 
  • Knowledge of Canadian GAAP, accounting, bookkeeping, laws, regulations, Centre policies and guidelines, other requirements that affect grant program administration 
  • Ability to design, analyze, and prepare financial reports. 
  • Ability to monitor cash flow, expenditures, and maintain data. 
  • Excellent verbal and written communication skills, including ability to liaise cross-functionally and cross-culturally with all levels of staff in the organization, especially in a virtual working environment.

 

 

Starting date: May 2, 2022

Duration: 5-year with possibility for extension contingent upon the continuation and renewal of donor funding.
