Cowater is recruiting the services of a Communications Manager (CM) for its DFAT-funded development initiative in Indonesia, the Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS).
SUMMARY OF THE PROGRAM
The Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS) is Australia’s flagship investment in gender equality, disability and social inclusion (GEDSI) in Indonesia. Launched in 2021, AIPTIS aims to empower local actors who influence the social, political and economic institutions in Indonesia that underpin an inclusive, stable and prosperous democracy. The program will focus on the role of civil society, as legitimate, necessary, independent non-state actors that help to bind the social contract between citizens and the state. The AIPTIS Program will focus on three End of Program Outcomes (EOPOs):
- Selected national and sub-national government policies and programs are implemented in ways that enable greater economic opportunities and access to services for women and marginalised groups.
- Improved policy and regulatory environment for Civil Society Organisation (CSO) partners working on gender equality, disability, and social inclusion.
- Changing social norms and attitudes towards gender equality, disability and social inclusion amongst Indonesian communities, leaders and institutions in relation to issues and locations within AIPTIS’ reach and scope.
SUMMARY OF THE POSITION
The Communications Manager (CM) will be responsible for providing and facilitating support to program partners, the AIPTIS Team, and DFAT in the design and implementation of the communications strategy for the program.
KEY RESPONSIBILITIES
Strategic Function (Internal and External elements)
- Lead the design and implementation of the program Communications Strategy, Plan and program branding.
- Manage public affairs and public diplomacy efforts for AIPTIS in line with DFAT policies.
- Provide high level strategic communications advice to the AIPTIS Leadership Team and AIPTIS Partners, as required.
- High level public relations engagement with key media and other influential stakeholders that can promote the approach and achievements and raise the profile of AIPTIS.
- Proactively identify topics and issues for knowledge management and communications internally/externally.
Operations Function (Internal and External elements)
- Produce and effectively manage the production of the program communications products through the preparation of ToRs which meet DFAT and AIPTIS requirements for information materials, print and audio-visual for media, and other public outreach.
- Manage the AIPTIS website and social media accounts as information sharing platforms, including managing all website content and coordinating website development with external contractors, as necessary; Effectively share information, promote issues, disseminate achievements, and link resources and stakeholders. Ensure website is kept up to date by producing and managing website content (Bahasa Indonesia and English) uploading of media materials, photos, MSC (Most Significant Change) stories, related media, research, achievements etc.
- Provide support in planning, organizing and implementing interactive internal and external joint-learning activities, networking events, and conferences on the Program’s areas of focus, as required.
- Contribute to the development of Annual Work Plans and Program Progress Reports through identification of priorities in communications/learning activities and/or areas for partner capacity building, as well as lessons learned and best practices on relevant interventions in the Program’s areas of focus.
- Provide journalist/media oversight.
- Provide high-level support to the AIPTIS team to enhance AIPTIS' internal communications via Teams, Yammer and other internal communications channels
- Manage Communications staff to ensure they produce high quality communications products.
- Prepare quality ToRs to engage high calibre consultants related to communications, media, journalists, website etc. and effectively manage those contracts.
- Manage Media Monitoring services to ensure they are meeting AIPTIS' needs and share key pieces of media with Leadership Team, DFAT and others, as required.
- Anticipate and act upon any additional communications needs as they arise.
Partners Engagement Function
- Provide advice and support to partners in the implementation of annual work plans in the areas of communications management with an aim to enhance the quality, consistency and appropriateness of partner-specific communications materials, activities, and processes.
- Work with partners to identify appropriate avenues, channels, and tools for improved program communications, including both vertical communication between national and local partners, and horizontal communication among partners and stakeholders, through the life of the program.
- In coordination with the AIPTIS Leadership Team, identify opportunities to strengthen the capacity of partners in communications through appropriate advocacy and training, and other capacity development activities.
- Provide support to effectively and strategically utilise funding earmarked for communications activities to support Partner’s areas of focus.
JOB REQUIREMENTS
Education:
- Tertiary qualifications in Communications, Journalism, Development Studies, or another relevant field.
Minimum Experience:
- Minimum 6 years of experience planning and implementing a communications plan for outreach, knowledge sharing and advocacy including success stories, news releases, brochures, etc., for development programs.
- Relevant experience managing public diplomacy and communications on DFAT funded or similar donor funded development projects.
Essential Skills:
- Results focused.
- Technical desktop/editing/publishing/graphic design skills.
- Familiarity with working with donor-funded programs, CSOs and government.
- Experience in establishing and managing professional relationships with media.
- Develop strong trusting relationships in order to gain support and achieve results.
- Understanding of international development, and/or issues of gender equality, disability and social inclusion is an asset.
- Ability to perform to a high standard and deliver high quality outputs.
- Ability to work collaboratively in a team environment, delivering quality within given timeframes.
- Open-minded, familiar working with people from diverse backgrounds; and
- Excellent verbal and written communication skills in English and Indonesian.
Employment conditions: The position is based in Jakarta and is a 1 (one) year term, with a possibility of extension.
