PROJECT OVERVIEW
JES is seeking an experienced and qualified Chief of Party (COP) to lead, implement and manage activities for a five-year USAID-funded project: Efficient and Effective Justice Activity in Sri Lanka. The project will support improvements to the justice system in Sri Lanka by introducing and strengthening the features of well-functioning and modern justice systems while strengthening the relevant institutions and actors to meet international standards for the rule of law and justice.
THE ROLE
The Chief of Party (COP) will report to JES’ International Program Director and work directly with USAID Contracting Officers and partnering institutions. The COP will provide programming and technical leadership to enhance the rule of law in Sri Lanka, delivering programs and activities related to strengthening core institutions, processes and actors responsible for the administration of justice and the delivery of justice services.
The COP will be a creative and dynamic leader, overseeing all staff and program implementation to ensure that objectives are met on time and within budget.
DUTIES AND RESPONSIBILITIES
- Manage overall strategic and technical implementation of project activities, on schedule and within budget, while responsively adapting to changes and lessons learned throughout.
- Provide strategic and technical leadership to project personnel and consultants.
- Oversee project budgeting, financial management, and compliance.
- Oversee monitoring, evaluation, and reporting of project activities, facilitating learning and improvements across activities and amongst key stakeholders.
- Serve as the principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector and civil society partners, program beneficiaries, and other stakeholders.
- Develop and maintain effective partnerships with local, regional, and international organizations.
- Ensure overall completion of program and achievements of results.
- Supervise, manage, and mentor project staff and work in close coordination with JES’s head office.
- Ensure compliance with USAID and host country regulations, policies and procedures.
- Represent JES publicly and support its organizational development.
- Other duties, as assigned.
QUALIFICATIONS
Education
- Post graduate degree (Masters or Doctorate) in Law, Public Administration, International Development, or related field.
Knowledge, skills and experience
- Minimum of 12 years of management experience at senior level positions in the justice sector and/or in Rule of Law projects.
- Experience as COP and/or DCOP for Rule of Law projects similar in scope.
- Substantial experience in contexts similar to Sri Lanka, drawing from regional models as appropriate.
- Demonstrated experience in managing international development programs that include justice sector case management, court management, and legal education.
- Strong leadership, administrative, management, presentation, reporting, and communication skills.
- Proven experience in adaptive management, learning, and evaluation.
- Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (e.g. Ministry of Justice, court personnel, judges, lawyers, corporate and individual users of commercial courts, private sector, and business associations).
- Sound understanding of the Sri Lanka political context, history, and challenges.
- Knowledge and familiarity with USAID program management, financial management and reporting systems.
- English fluency required.
- Knowledge of Sri Lankan law and legal systems preferred.
- Sinhala or Tamil language capability, an asset.
