PROJECT OVERVIEW

The CHF/DFATD-funded, RESULT-Northern Ghana Project (Resilient and Sustainable Livelihoods Transformation, Northern Ghana) will be implemented in select districts of the Northern, Upper East, and Upper West Regions of Ghana over a six year period.

As the Canadian Executing Agency, CHF is responsible for the overall project management and delivery of a large project in Northern Ghana where CHF works with its partner, the Association of Church-based Development NGOs (ACDEP), to improve livelihoods and household food security and reduce poverty in rural communities. CHF’s Canadian Field Project Director (CFPD) will be based in Tamale, Northern Region and will be responsible for overall management of the project, including project planning, implementation, contracting, and reporting. The CFPD will coordinate and manage relationships with ACDEP, liaise and coordinate with a diversity of key stakeholders, and manage a cadre of senior-level technical specialists, including the Deputy Field Project Manager (DFPM). Under the direction of the CFPD, the DFPM will be responsible for coordination and management of RESULT’s implementing teams.

POSITION SUMMARY

Reporting to CHF’s  Vice President , Programs, the Canadian Field Project Director will be responsible for project management, coordination with key stakeholders and capacity building as described below: 

  1. PROJECT MANAGEMENT
  • Ensure the achievement of project outputs and outcomes according to results-based project management
  • Monitoring and evaluation of overall project results according to results-based project management, including the establishment of M&E systems
  • Overall financial management of the project
  • Project planning, including annual work plans, budgets, and implementation strategies
  • Overall project coordination and the timely delivery of work according to contracting requirements
  • Liaise and coordinate with ACDEP, the co-implementing local partner, and all other project partners
  • Management of project staff, project partners and consultants, including senior-level technical specialists
  • Report to CHF, CIDA and key stakeholders via quarterly financial reports, semi-annual and annual narrative and financial reports
  • Ensure the integration of crosscutting themes (Gender Equality, Environmental Sustainability and CCA, and Governance) into project programming
  • Responsible for project procurement
  1. COORDINATION WITH KEY STAKEHOLDERS
  • Establish and maintain positive working relationships with ACDEP (the co-implementing partner), Government of Ghana officials, CIDA officials, key stakeholders, NGOs, and relevant partners
  • Provide strategic planning and project coordination amongst CHF, ACDEP, government ministries, donors, project partners and relevant stakeholders
  • Ensure delivery of project activities through coordination with relevant stakeholders while avoiding duplication within Northern Ghana
  • Participate in RESULT’s project steering committee, and facilitate project management committee and project consultative committees
  • Liaise with donors, NGOs and government officials and engage stakeholders in the dissemination of lessons learned
  • Participate in relevant national level professional networks (e.g. Food Security, Climate Change) 
  • Gather intelligence for ascertaining critical issues and challenges related to project implementation
  1. CAPACITY BUILDING
  • Provision of capacity development assistance, training, technical assistance, coaching and mentoring of partners and project staff to ensure project delivery
  • Conduct participatory organizational assessments and develop appropriate capacity development plans to support project implementation
  • Develop and deliver appropriate training materials as per capacity development plans
  • Work with local partners to designing effective implementation strategies and partnership building

REQUISITE QUALIFICATIONS & KSAs

EDUCATION

A Master’s Degree from a recognized university in a related field.

EXPERIENCE

A minimum of:

  • 10 years of professional experience in international development;
  • 7 years of professional experience managing complex CIDA/DFATD funded projects;
  • 7 years of demonstrated experience and a proven track record in a senior project management role;
  • 5 years of professional experience managing projects in the food security, poverty reduction, agriculture and livelihoods sectors or related fields;
  • 3 years of continuous field-based experience in a developing country, preferably in Africa.

Canadian citizenship or Canadian landed immigrant status

Must be available to travel locally, regionally and internationally, sometimes on extended assignments and under challenging conditions

KNOWLEDGE, SKILLS,  ABILITIES (KSAS)

  • An adept Project Manager with a demonstrated competency in meeting project goals, deliverables and timelines
  • Proven experience in project leadership, including experience with donor results-based management policies, financial reporting and contracting requirements
  • Sound knowledge-base and experience in project design, management and monitoring and evaluation, preferably with CIDA/DFATD funded projects
  • Sound financial acumen with proven experience managing budgets
  • Strong analytical and problem solving skills
  • Human resources management experience in a field office setting
  • Thorough knowledge of Livelihood Approaches and other participatory approaches, as well as participatory project planning, monitoring and reporting using results based management and/or Logic Framework Analysis
  • Skilful networking and experience in partnership-building and working in collaboration with Southern partner organizations, governments and donors
  • A highly effective and collaborative communicator possessing an exceptional capacity for delivering both written (English) and verbal communications; capacity to establish strong supportive relationships with partners and staff
  • Proven skills in capacity building of local NGOs, with experience providing technical assistance and training
