RECRUITMENT NOTICE – 097 Jordan

The Institute of Public Administration of Canada (IPAC), the Canadian Executing Agency for the Deployment for Democratic Development (DDD) mechanism, funded by the Department of Foreign Affairs, Trade and Development Canada (DFATD), is currently undertaking an assignment to improve the capacity of the Jordanian Government and in particular the Ministry of Planning and International Cooperation (MoPIC) to ensure appropriate and effective coordination with the international community on humanitarian and development investments in Jordan.

 

Context and Background:

 

The Ministry of Planning and International Cooperation (MoPIC) is the focal point for all development assistance to Jordan. MoPIC is also central to the coordination of the

humanitarian response effort resulting from the conflict in Syria. Its Humanitarian Assistance Coordination Unit is responsible for preparing the Government of Jordan’s needs assessment to complement the Regional Response Plan (RRP), prepared at regular intervals by UNHCR. As well, this Ministry chairs the inter-ministerial committee that approves all development and humanitarian initiatives in the country. They have requested Canada’s support to build capacity to more effectively plan, manage and coordinate GoJ humanitarian response.

 

Description of Tasks:

 

The consultant hired for this project will assist MoPIC in enhancing the government planning and coordination responsibilities associated with the response to the Syrian crisis in Jordan. Specific activities might include:

  1. Review and assess existing system(s)/methodology(ies) at MoPIC used for the development of the government’s response plan.
  2. Assist in devising a sound, comprehensive methodology for the development of the government’s response plan.
  3. Assist in the development of a management information system (MIS), and an external communications strategy.
  4. Conduct a capacity assessment of MoPIC, especially the Humanitarian Coordination Unit, based on a revised system/ methodology and MIS.
  5. Conduct a needs assessment of surge capacity or capacity building.
  6. Design a sustainable framework for capacity building activities and pilot-test the framework with an early group of key participants.

REQUIREMENTS:

 

At this initial stage of the project, we are seeking to recruit a Canadian consultant to undertake a work planning mission to take place in early November 2013. This planning activity will be for about 10 working days (including 5-6 working days in the field) and will be delivered in consultation with DFATD representatives in Jordan. At the end of the planning mission, the consultant will prepare a project work plan and budget; technical missions identified in the work plan will follow once the work plan has been approved by DFATD. DDD will manage the implementation, which – depending on specifics identified during the scoping mission – will require a repeated engagement of the initial consultant, or recruiting other(s).

 

EXPERTISE REQUIRED

  • 10-15 years’ experience working in crisis response planning
  • Experience working in the Middle East and North Africa
  • Knowledge of Jordan, especially of government structures
