Position: ASM Training Consultant

Project Description
STEM (2017-2022) is a Global Affairs Canada–funded project which aims to increase the number of Ethiopian men and women with relevant skills and qualifications for work in the mining sector as part of the country’s National Growth and Development Plan (2016-2020). The project’s goals are to strengthen university and technical vocational institution’s capacity to produce skilled and qualified graduates that have relevant technical and environmental skills and knowledge for the mining sector; to improve the instructional capacity of university/TVET instructors; and to ensure that community members, especially women living in and around mining sites have the appropriate skills and abilities to benefit from employment opportunities resulting from mining activities.
Project and contract period
The STEM project is a five year project and runs from January 2017 to April 2022. The ASM TC is a short-term (4 month, September–December 2018) consultancy assignment.
Scope of Work
The STEM community work stream component is focused on the delivery of a grass roots community Mobile Awareness and Training Unit (MATU) in pre-selected communities in the Tigray region of Ethiopia. The MATU is both an awareness and training platform that aims to provide women and men with an opportunity to improve their knowledge, skills and productivity around artisanal small-scale mining and its potential benefits, and opportunities as related to employment and career development with recognition of the need for transferable skills. Furthermore, it is a platform for interactive and on-site learning that aims to create awareness around artisanal small-scale mining impacts (negative and positive) that affect and create barriers for women, youth and men. These can include employment and educational opportunities, environmental degradation, and health and safety.
Short training courses and essential skills programming are delivered through the MATU and will include topics such as basic geology, prospecting techniques, occupational health and safety, rock and mineral identification, environmental remediation as well as entrepreneurial skills and other relevant topics. Awareness programs related to artisanal small scale mining will also be delivered through the MATU as they relate to ASM mining.
Role and Responsibilities of the ASM Training Coordinator;
- the development (or modification) of short course ASM modules and a ToT trainers manual; these need to be designed with Outcome Based Training (OBT) methods and should align with ASM Occupational Standards being developed by the Government of Ethiopia, Ministry of Education, Federal TVET Agency. Short course programs may include:
- Mine Life Cycle
- Role of ASM in Mineral Sector and overall development of skilled and productive human resources
- Federal, Regional, Woreda level regulations
- Characteristics of Rocks and Minerals
- Rocks and Minerals Identification
- Artisanal Exploration and Mining Occupational Health and Safety
- Environmental Protection
- ASM Mercury Awareness and Training
- To design a Train-the-Trainer (ToT) program and deliver a round of on-site training with ToT graduates, using training materials and on-site demonstrations
- To deliver the ToT program in conjunction with the MATU Geological Specialist and conduct on-site trainings as defined by the MATU programming and in conjunction with designate programming and awareness raising campaigns
- To work with the MATU Coordinator on programming and awareness creation materials as related to the MATU and the short-course ASM training programs
- To identify important linkages, resources, and synergies that can be used from the Federal to regional level to the woreda to enhance the ASM Training MATU for additional support, specific to such areas as TVET, Gender Barriers Study, the STEM Mining Forum and other key activities
- To ensure that the training programs align with the ongoing MATU awareness campaigns working closely with the Community and Environment MATU Coordinator and Community Development Team.
- To participate in MATU awareness events and training demonstrations as outlined through the MATU programming
- To provide input into the TVET OS Standards for ASM where applicable
- Using local traditional knowledge and local sourcing of materials develop and create demonstration equipment and materials for improving ASM production for use with the MATU platform
Deliverables
- Design and delivery of 8 to 10 short course ASM modules with ToT manual and materials
- Development and delivery of relevant awareness materials for the MATU based on the trainings
Reporting
The ASM TC will report directly to the Community and Environment MATU Coordinator who reports to the Country Project Field Director. The ASM TC will work in close coordination with the STEM Capacity Development Officer and TVET Team.
