SUMMARY OF THE PROJECT
The Australia-Indonesia Partnership Towards an Inclusive Society (AIPTIS) is a $120m, 8-year investment (2021-28) that will contribute to the broader development goal of No one is left behind – more marginalised people participate in and benefit from Indonesia’s socio-cultural economic, and political development.
  
AIPTIS continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.
  
AIPTIS supports the shared policy priorities of GoI and GoA. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women's leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the Government of Indonesia (GoI) Medium-Term Development Plan (RPJMN IV 2020- 2024). AIPTIS supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to civil society spaces.
  
SUMMARY OF THE POSITION
Reporting to the Finance and Administration Manager, the Senior Financial Accountant is responsible to provide financial administrative, and clerical services to the AIPTIS Program. This includes processing and payments and expenditures. Providing these services in an effective and efficient manner will ensure that municipal finances are accurate and up to date, in accordance with the procedures and guidelines laid out in the AIPTIS Operations Manual.
  
Period of Assignment: 1 year and could possibly be extended.
  
Reporting to: Head of Operations and Grants
  
KEY RESPONSIBILITIES
Under the overall direction of the Finance and Administration Manager, the SFA will be responsible to: 
Financial

  • Receive and verify invoices and requisitions for goods and services
  • Verify the transactions comply with financial policies and guidelines of the AIPTIS Operational Manual
  • Prepare, verify, process invoices with complete supporting documents, correctly coding payment voucher and enter all cash transaction and wire transfer payments on accounting software (Quick Books)
  • Process backups report after data entry
  • Review the balance of previous invoice for regular monthly expense
  • Reconcile the petty cash and bank transactions on monthly basis
  • Record all cheques and manage the weekly cheque run
  • Prepare vendor cheques for mailing and list all vendor cheques in the log book
  • Verify ASSO/Service contract expense reimbursement/acquittal ensuring they are in accordance to approved budget with complete receipts
  • Verify workshop allowance calculation prior to advance payment and acquittal
  • Maintain list of income tax deduction art.21,23, 4(2) for tax report purposes with tax adviser
  • Maintain VAT list and supporting document for VAT refund process to DFAT
  • Maintain listing of advance and account payable
  • Maintain the general ledger
  • Maintain update vendor files and file numbers
  • Maintain, review, and verify all accountable forms including advance for activities, travel advance staff, grant payment and ensuring all follow policies and procedures of the AIPTIS Operational Manual and AIPTIS Grant Manual
  • Maintain a filing system for all financial documents
  • Ensure the confidentiality and security of all financial and employee files
  • Assist the FAM, prepare and ensure all administrative and financial documents are ready during the audit, including providing advice in the clarification process and so on.
  • Deliver other assigned duties accurately and on a timely manner.
  • Perform other related duties as required. Perform such other duties as may be assigned

  
JOB REQUIREMENTS
Education:

  • Degree in accounting, finance, project management, or another relevant field.

Minimum Experience:

  • Minimum of 3 years of progressive experience in the professional services environment, preferably with a multinational company developing and delivering financial and administration support services
