Safety & Security Training For Aid and Development Professionals
Presented by Canadian Association of Development Professionals (CAIDP) and Mennonite Economic Development Association (MEDA) in Partnership with the School of International Development and Global Studies, University of Ottawa.

This Safety and Security Training program is a two-day program designed to equip personnel who travel or work overseas with the knowledge and skill to do so in a safe and secure manner. 

Overview

Kidnap. Robbery. Assault. Terrorism. Aid and development professionals are facing increasing risks. Staff ill-equipped to handle the unique challenges of working in insecure environments are both at risk - and place their employer at risk. CAIDP, in partnership with the Mennonite Economic Development Associates (MEDA), is pleased to offer a special training opportunity for CAIDP members. MEDA will be conducting its annual security training in late September, and have graciously offered to allow CAIDP members the opportunity to attend. MEDA's course is a hands-on learning experience, which equips learners with the skills and awareness they need to understand security fundamentals; make reasoned security decisions and respond to incidents while promoting a security philosophy that stresses personal responsibility.

We are offering both a 2-day course, plus two optional modules:

• Security Foundations
• Security Skills
• First Aid in a Development Context
• Crisis Management (optional)
• Kidnap and Abduction Prevention (optional)

Two Day Course

 
Module One: Security Foundations

a) The Security Management Framework: Key concepts and principles in security management

b) The Role of Situational Awareness In Personal Safety

c) Risk Assessment and Threat Levels

d) Incident Reporting

Module Two: Security Skills

a) Contextual scenario/skills based training in travel security; residential/hotel safety; robbery and assault prevention and survival; express kidnapping and hostage taking prevention; vehicle safety; mines & explosive ordnance; and fire safety.

Module Three: First Aid in a Development Context

Standard first aid courses, with their emphasis on quick treatment and transportation immediately to a medical facility, are often not appropriate for staff working in insecure locales. Our curriculum places an emphasis on care of trauma and stabilization for evacuation.

a) First Aid & CPR with emphasis on strategies for providing first response medical care in locales where immediate medical care may be difficult to access

b) Emphasis on treatment, stabilization and extended care for up to 24 hours. 

c) Participants certified Red Cross Emergency First Aid/CPR A. 

Optional Modules

Module Four: Introduction to Crisis Management

a) This module is intended for staff who may find themselves involved in responding to and managing a crisis situation. It provides training on establishing and running an effective Crisis Management team, either at Head Office level or in the field.

b) Content includes situation information gathering and collation; activation criteria, response goals, incident response process, CMT roles and responsibilities, incident logging and media relations.

Module Five: Kidnap and Abduction Prevention & Response

This module equips staff with the skill set they need to personally manage the growing threat of kidnap for ransom. It provides realistic training in prevention and ensuring solid measures to reduce vulnerability as well as how to react and deal with being abducted. This module includes:

a) Kidnap target selection – how to minimize your profile
b) Five stages of a planned kidnap and ransom operation, and effective counter measures for each stage.
c) Coping with confinement
d) Survival techniques
e) Common interrogation methods

Training staff

Michael Simpson, Lead Instructor

Mike is a highly experienced Risk and Security Management Consultant with over 12 years of experience focusing on the development and INGO sectors. A former member of the Canadian Armed Forces, Mike has been a Safety and Security Manager and Risk consultant in Central and South America, The Middle East, Africa and Asia. Key roles have included conducting daily national level security management for expat and national staff; performing contextualized risk assessments and staff security training. Qualifications: Safe and Defensive Driver Instructor; Risk Management Consultant Qualified; Pre-Hospital Trauma life Support (PHTLS) Qualified: St. Johns Ambulance Standard First Aid Level III CPR Level C Qualified: and Tactical Casualty Combat Care Qualified.

Scott Waters, Instructor - Remote Medical Aid

Scott is a certified Remote Emergency Medical Technician with firsthand experience in several challenging environments, including Afghanistan. A specialist in medical and security risk assessment, he advises organizations working in adverse and remote locales on effective risk mitigation strategies. Scott served in the Canadian military. He is also an accomplished artist, and teaches part time at the Ontario College of Art and Design. Qualifications: National Emergency Medical Technician (NEMT), Remote Emergency Medical Technician (REMT), Medical Care Person in Charge Certified (MCPIC), Certified First Aid and CPR Instructor (certified to teach Standard First Aid, Emergency First Aid, Marine First Aid, CPR/AED), Red Cross of Canada

Scott Ruddick, Coordinator and Co-Instructor

Scott is an interdisciplinary risk management and security professional, with 15 years of experience across five continents. He is currently the global security director for the Mennonite Economic Development Associates in Waterloo, Ontario. Qualifications: Master’s In Business Administration (MBA), Certified Security Management Professional (CSMP), Remote Advanced Medical Aid & Rescue.
