TAP-EDM Description
The Technical Assistance Partnership - Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 120-150 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights, and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.

About the initiative
While Jordan ranked 138th of 153 countries in the 2020 Global Gender Gap Index, and has among the lowest rates of women’s economic participation in the formal economy in the world, the Jordanian Government has committed to close the gender equality gap and address human right issues through a variety of actions, including intensifying efforts to align national legislation with the Kingdom’s international and regional commitments. The Government has also pledged to accelerate the implementation of resolutions to which it has committed itself before international forums, review relevant national plans and strategies in view of the 2030 Sustainable Development Goals (SGDs), as well as invest the required financial and human resources to achieve the goals.
Jordan’s National Commission for Human Rights (NCHR) will play an important role in the context described above by providing advice to the government on human rights matters, reviewing relevant legislations, and undertaking advocacy initiatives.
The Role of the Expert
The role of the Human Rights Expert will be to provide technical assistance to the NCHR and therefore contribute to the successful achievement of its mandate, which is to "protect and promote human rights by spreading its culture, monitor its situation, provide advice and legal assistance to those in need, take the necessary administrative and legal measures to address complaints of violations and abuses of human rights to reduce, stop and remove their effects, prepare studies and research, provide information, hold seminars and training courses, manage campaigns, make positions, issue statements and publications, review legislation and prepare the necessary reports".
In close consultations with the NCHR and Alinea International, the Human Rights Expert will:
- Conduct a training needs assessment with/for NCHR staff.
- Develop and deliver a training program (with supporting training materials) for the NCHR staff based on the result of the training needs assessment (topics could include, among others, the UN Human Rights System and Institutions, Human Rights and the SDGs, Mainstreaming Human Rights and Gender Equality in Public Policies and Programs, Awareness-raising, and Advocacy, etc.).
- Develop an organisational development plan for NCHR and individual learning plans for NCHR staff.
- Develop a detailed workplan, and prepare technical documents, training material, progress reports and a final TAI report.
- Promote the TAP-EDM project and share its experience with assigned Alinea International staff through public engagement activities, before, during and after the IAT.
Required Qualifications
- Post-secondary degree in Law, Social Sciences, International Development, or any other relevant field.
- 10 years+ of experience in Human Rights programming and/or training and/or advocacy.
- Strong understanding of Human Rights and the 2030 Agenda for Sustainable Development.
- Strong oral and writing communication abilities in English; Fluency in Arabic would be a strong asset.
- Ability to operate effectively and respectfully in multicultural and multidisciplinary settings.
- Previous experience in Jordan and/or the Middle East would be an asset.
