BACKGROUND

Following consultation with Canadian advisors the Ghana Cooperative Credit Union Association (CUA) began to capitalize a Deposit Guarantee scheme in 2000, through a levy of 0.15% of member savings of participating credit unions. CUA wishes to launch the Deposit Insurance Scheme as early as July 2012. CUA is seeking a technical advisor to help them prepare for the launch and establish early warning systems that limit calls on the scheme.

The successful applicant will employ their demonstrated experience in operating a deposit insurance scheme by:

  • Reviewing capital adequacy requirements of the scheme
  • Discuss risk based assessment alternatives
  • Reviewing CUA's Deposit Guarantee Manual and making recommendations where appropriate
  • Reviewing CUA's proposed Early Warning System and advising on its effectiveness and practicality
  • Helping to develop tools that will detect and prevent problems before they occur, including
    • Guidelines for reviewing credit union performance
    • Identification of possible interventions for common problems
    • Triggers for placing a credit union under supervision
    • Standards to release a credit union from supervision
    • Reviewing and advising on proposed management structure.
    • Identifying and recommending additional technical assistance requirements for a potential 3 year advisory program supported by CCA
    • Supporting CUA's introduction of the scheme at its' Biennial Congress in May

Supporting CUA consultation with the Central Bank of Ghana and other relevant agencies as requested

You will also:

  • be a Canadian citizen or landed immigrant
  • have demonstrated flexibility and cultural sensitivity
  • be in good health
  • be willing to travel to rural areas of Ghana if necessary

Ghana Co-operative Credit Union Association (CUA) Ltd
As the name implies, the Ghana Co-operative Credit Union Association (CUA) Ltd. is the national association of credit unions in that West African country. Its membership includes approximately 400 credit unions throughout the country, from small rural credit unions to larger urban ones.  The Canadian Co-operative Association has worked with CUA since 1988, both to strengthen its primary members and to strengthen CUA itself.

Core funding for this program is provided by the Partnership Program of the Canadian International Development Agency (CIDA) and CCA's charitable funding partner, the Co-operative Development Foundation of Canada (CDF).
