In light of current CIDA process of re-organisation with objective of becoming World Class/best international development agency, suggest a comparison to consultant travel policies of similar organisations: start with World Bank and work down - I believe where this new policy would rank on that list might be one indicator of how far the Agency might have to go to attain its objective...
