 Brief Description of Position: Cowater is currently recruiting a Field Team Leader for an upcoming project located in South America.  The project will focus on Civil Service Reform to increase efficiency within the sector and improve service delivery to citizens; to promote efficient and transparent HR management (recruitment, promotions, employee duties and rights); to institutionalize regular performance measurement and access to professional development as a way to promote professional growth; and to attract talent and increase pride of public servants.   The successful candidate will be based full-time in country for a term of up to 4-6 years. Candidates must be fluently bilingual in English and Spanish, with 5-10 years of relevant and applicable experience managing a project valued at $10M or above.

Reporting to the Project Manager and Project Director at Cowater’s HQ in Ottawa, Canada, the Field Team Leader will be responsible for overseeing all aspects of the day-to-day planning and direction of the project in the field.

Required Qualifications:

  • Master’s Degree in Business, Human Resources, or related field
  • Completion of professional development, within the last 10 years, in civil service reform, change management, talent management, HR management, performance measurement, and/or related field
  • Minimum of 10 years managing large, multi-year (3+years, 5+ million) international development projects, including leading and developing teams of professionals
  • Experience using Results Based Management (RBM) tools, for project management
  • Experience providing strategic advice to government partners on institutional capacity development and/or change management
  • Experience providing institutional capacity building/ skills transfer  to local stakeholders
  • Experience managing complex multi-stakeholder relations
  • Field experience in low/middle income countries, with a preference for experience in Central/Latin America
  • Fully fluent (reading, writing, speaking) in English and Spanish
  • Strong technical and report writing skills in Spanis
