Request for Proposals for Monitoring Services for Global Affairs

Global Affairs has issued the long awaited refresh for the monitoring services in support of Canadian international development assistance projects and programs on buy and sell (https://buyandsell.gc.ca/procurement-data/tender-notice/PW-16-00743613). I am wondering why they are now ask for the month that degrees were issued as well as the year? Certainly the information is available but how useful is it? What will anyone use this information for? I am also wondering why they keep creating CV templates where they want the bidder to demonstrate 750 days of experience over 15 years in a table that allows at most 15 assignments in 6 pages -- assuming that you can demonstrate that the assignment meets complex technical requirements in the space it takes for Global Affairs to describe them. Is the average sectoral technical advisory service contract for other people for more than 50 days?
