The Parliamentary Centre is hiring a Finance/Administration Officer to provide financial and administrative support in the organization to a growing portfolio of programming, including a new program to support women’s political voice in the parliaments of Ghana and Togo. 

This position is a key finance and admin team member, working closely with the Controller and the CEO to ensure the organization's smooth operation and fiscal integrity. Core responsibilities include organizational budgeting and forecasting, financial reporting, strategy and decision making, and human resources policy and implementation.

SUMMARY OF FUNCTIONS

Reporting to the Parliamentary Centre’s (Centre) Controller, the Finance/Administration Officer will provide financial and administrative support for all Centre programs and functions.  

Working closely with program teams, the Finance/Administration Officer provides transactional and compliance support for all project and administrative functions.  

The Finance/Administration Officer also provides administrative support to the CEO for board liaison and external relations and support to the Controller for maintaining human resources policies and practices, information technology, information management and online platforms (MS Teams), and all applicable standard operating procedures and processes.  

As the Finance/Administration Officer for the Centre, you are an adaptable, proactive individual with a strong willingness to learn and enjoy working in a fast-paced environment.  

Qualifications

  • Bilingual in English and French (required)
  • Bachelor’s Degree in Accounting, Finance or Business Administration
  • A CPA designation (or one in progress) is an asset
  • Minimum two years of accounting experience, preferably with international NGOs and not-for-profit organizations
  • Experience in financial grant management, including accounting and project financial reporting.
  • Knowledge of Global Affairs Canada (GAC) and other funder budget and financial reporting guidelines 
  • Experience with office administration and organization 

Skills and Duties

  • Strong interpersonal skills and ability to interface with the Programs team and all levels within the Centre
  • Must be self-motivated, proactive, and have demonstrated excellence in organizing and prioritizing workflow to ensure the Centre’s financial processes and reporting are timely and accurate.
  • Demonstrated ability to complete work within required deadlines 
  • Highly computer literate with advanced knowledge of MS Excel, MS Office Suite, and finance system automation
  • Strong analytical skills and knowledge
  • Knowledge of Canadian GAAP, accounting, bookkeeping, laws, regulations, Centre policies and guidelines, and other requirements that affect grant program administration
  • Demonstrated ability to manage all centre financial transactions and recordkeeping, including accounts receivables, accounts payable, banking, and bank reconciliations
  • Ability to prepare financial reports. 
  • Ability to monitor cash flow and expenditures and maintain data. 
  • Strong verbal and written communication skills, including the ability to liaise cross-functionally and cross-culturally with all levels of staff in the organization, especially in a virtual working environment.
  • Strong understanding of IT platforms, applications, and filing structures (SharePoint/MS Teams platform, Smartsheet design/administration)
  • Ability to manage IT application security and other administrative functions (e.g., password management, creation/maintenance of necessary systems and apps/accounts outside the HoC IT network) 
  • Ability to support Centre office management functions, including liaison with HoC, IT and tech support, and office maintenance 
  • Ability to coordinate and track the Centre service contracts and procurement processes
  • Ability to coordinate and track the Centre HR processes
  • Provide administrative support for all Board of Directors and Centre governance activities
