AIPTIS continues Australia’s support to Indonesia’s prosperity, building on advancements in the areas of gender equality and women’s empowerment, social inclusion, and civil society strengthening. This includes experience and lessons working in community-driven development, civil society programs, women’s empowerment, and inclusive development programs – most recently through MAMPU and Peduli. It also builds on decades of work by Indonesian CSOs and social movements, including the women’s movement to advance GEDSI.
AIPTIS supports the shared policy priorities of GoI and GoA. It is aligned with Pillar One of the Indonesia- Australia Comprehensive Strategic Partnership, and the associated Plan of Action, which commits to cooperation to “address poverty and inequality, promote women's leadership and empowerment on disability-inclusive development; the Stability Pillar of the Australia-Indonesia COVID-19 Development Response Plan; and the Government of Indonesia (GoI) Medium-Term Development Plan (RPJMN IV 2020- 2024). AIPTIS supports the RPJMN agenda of “enhancing the quality and competitiveness of human resources”, and specifically the RPJMN’s Gender Equality and Women Empowerment policy and its Social Inclusion policy direction. It also supports Indonesia’s commitment to the Sustainable Development Goals (SDGs), and the call to “Leave no one behind” in development, while responding to the impacts of the COVID-19 pandemic, including the disproportionate socioeconomic impacts on women and communities experiencing marginalisation as well as the potential threats posed to civil society spaces.
SUMMARY OF THE POSITION
Reporting to the Senior Grants Manager (SGM) and working closely with the relevant Partnership Coordinator, the Grants Officer is responsible for providing financial management advice, grant reporting, grants processing, and providing technical assistance to partners of AIPTIS program in an effective and efficient manner in accordance with the procedures and guidelines laid out in the AIPTIS Grants Manual and AIPTIS Operations Manual.
KEY RESPONSIBILITIES
- Play a central role in the development and implementation of partners annual workplan by providing grant planning, finance and budgeting advice.
- Support the partnership team, and others to track activities and budgets; and provide support related to resource allocation/reallocation, activity spending, budget vs actual and grants tracking
- Provide the Partnership and MERL team with financial and budget analysis on progress to date - this will include assessing risks such as checking results of grant partner audits, checking compliance with AIPTIS financial guidelines and Partner SOPs and advise teams on areas of weakness.
- Conduct the fiduciary assessment of AIPTIS partners as requested.
- Conduct training for partners related to the Partner Financial Reporting and AIPTIS Financial Guideline
- Monitor, track and verify all Partner financial reports and acquittals. Ensure all financial records and reports are updated in the AIPTIS Management Information System (MIS) in a timely manner.
- Prepare payment documents related to tranches and core funding payments
- Conduct field visits to monitor grant spending and triangulate acquittal reporting. Visits can also be used as opportunities to provide finance/grants advice and skills transfer to Partner finance staff.
- Ensure that Partner annual audits are conducted and loaded into AIPTIS MIS. Also check that planned partner participatory audits are actioned and completed.
- Assist SGM to conduct field audits based on any suspicions/findings in acquittal reports.
- Contributes to the AIPTIS Grant Manual and Partner Financial Guideline updates.
- Process partner financial reconciliation and refund of the remaining funds
- File all grant partner documents both softcopy and hardcopy in the correct archives.
- Perform other related duties as required by management.
JOB REQUIREMENTS
Education:
- Bachelor's degree in Accounting, Financial Management or a related field;
Minimum Experience:
- Minimum 5 years of work experience in a similar field;
Essential Skills:
