BACKGROUND
Cowater International Inc. is currently mobilizing for a five-year Project titled "Empowering Women through Professionalization of the Nursing Sector in Bangladesh (ProNurse)" which aims to enhance the voice, influence and empower nurses in the health sector in Bangladesh. The expected results include: i) improved quality of gender-responsive education for female nurses in both public and private sectors in Bangladesh; ii) improved performance and professional status of female nurses in Bangladesh; and iii) improved enabling environment for female nurses' for increased participation in the health sector in Bangladesh.
JOB SUMMARY
Based in Dhaka and reporting to the Team Leader, the Finance/Operations/Admin Manager will be engaged on the project as a full-time term employee to oversee and coordinate all project finances, financial planning, office operations, procurement and human resources in Bangladesh. S/he will monitor and supervise all financial aspects of the project keeping the Project Team Leader apprised of all key financial matters. S/he will also work in close cooperation with the Cowater HQ Project Director and Compliance Manager for the project.
KEY RESPONSIBILITIES:
- Under the guidance of Ottawa based ProNurse Project Director and Team Leader, play a lead role in identifying and setting up suitable Project office space in Dhaka;
- Assist the Project Director/Team Leader to contact and set up virtual meetings/ consultations with relevant government and other counterparts during the inception stage;
- Work closely with Team Leader to identify and recruit administrative staff and supervise office administration and support staff (Accountant, Administrative Assistant, Office Helper, Drivers, Cleaner; Guard);
- Maintain personnel files for all Project staff including tracking of staff attendance, vacation and sick leave,
- Ensure that the office is run as per the Cowater Field operations manual and comply with all clauses therein. Suggest necessary revisions/additions, if needed, with approval from TL and arrange approval from Cowater HQ;
- Oversee the financial management and accounting system, and in collaboration with the Cowater HQ and Team Leader, ensure that project financial accounting procedures, norms and systems are followed and applied;
- Review expenditures and develop budget control mechanisms, with guidance from Cowater Compliance Manager, to enable the project to adequately monitor performance to budget by results and flag the discrepancies to the TL;
- Monitor the financial aspects of the project including petty cash, daily/monthly journals, and finalize monthly financial reports;
- Prepare all monthly payroll and employee income tax related documents and necessary deductions for employees for bank deposits on a monthly basis and hand over yearend tax certificates to staff member by July each year;
- Liaison with bank and monitor bank balances in the Project bank accounts to ensure that advance requests to Cowater International are made accurately and on a timely basis;
- Assist TL to set up the Procurement Committee and oversee all necessary procurement for Project and Beneficiaries, management, logistics and support services including training, ensuring compliance with Cowater and Global Affairs Canada procurement rules;
- Assist TL and Project Engineer to complete the construction /renovation tender process in selecting vendors and oversee all Payment certificate from the contractors;
- Obtain various quotations for procurement of goods and services as per Cowater Office Manual and prepare competitive analysis statements for all procurement including workshop/meetings;
- Provide oversight to Admin Assistant to prepare and manage inventory list of all project assets, equipment, and furniture and submit the Cowater HQ as required;
- Coordinate and oversee handling of routine office administration tasks, including: correspondence; design and management of digital and paper filing systems; physical layout and sitting arrangements for all staff, and procurement of utilities and other basic services;
- Support travel requirements of employees/consultants as directed by the Team Leader, and prepare/verify employee travel plan, claims and advance requests; coordinate domestic and international travel requirements and accommodation;
- Support operational requirements by scheduling and assigning employees as directed by the Team Leader, and monitoring and following-up to ensure achievement of desired work results;
- Administer driver's duty roster and daily transportation requirements of office staff, manage driver's overtime including monitor vehicle log books on a daily basis; arrange vehicle servicing/maintenance, prepare monthly fuel/gas & maintenance, month end vehicle use summary and operating cost analysis;
- Develop and maintain efficient, dependable IT system including computer and phone systems for the Project office including trouble shooting of staff computers with the help of service providers;
- Manage workflow of the office, ensuring the completion of essential tasks, and meeting critical deadlines; and
- Work as a competent member of the team, willingly providing back-up support for the team when appropriate and actively support group goals.
EDUCATION:
- Masters of Business Administration and/or Masters in Finance/Accounting;
MINIMUM EXPERIENCE:
- Minimum 10 years of professional experiences with an international organization/project working in the finance and admin department;
- Experience of working with Canadian Government Funded Project is strongly desired;
- Experience of working with NGO Bureau and understanding of GOB CD-VAT-Tax issues in including Bangladesh Public Procurement Rules;
- Experience of working with MOHFW and DGNM is an asset.
