Nutrition-Sensitive Services, Agriculture Expert

Cowater is looking for an expert for an upcoming project as described below.

SUMMARY ABOUT THE PROJECT

The overall purpose of the project is to support the roll-out of the country’s Public Financial Management (PFM) reform strategy at the level of the Ministry of Agriculture, Livestock and Irrigation (MOALI), and to ensure its alignment with the core PFM reform led by the Ministry of Planning, Finance and Industry. The project will also support the delivery of results-based EU budget support to MOALI, i.e. by building the capacity of the Ministry to achieve the defined variable tranche indicators.

KEY RESPONSIBILITIES

• Support the government of Myanmar in the context of the roll-out of its PFM reform and the provision of EU budget support to achieve the defined nutrition-sensitive variable tranche indicators in the agriculture sector at national and state/regional level.

• Contribute to the development of a system for planning and monitoring of variable tranche indicators.

• Contribute to the design and rollout of trainings for institutional counterparts.

JOB REQUIREMENTS

Education:

• University degree in Agriculture, Public Policy and Administration, Economics, Development Studies or a directly related discipline;

• Post-graduate studies or professional certifications in the areas of nutrition-sensitive services in the agriculture sector would be a strong asset;

Minimum Experience:

• At least 10 years of general professional experience in the agriculture sector of developing countries;

• At least 5 years of experience in implementing Technical Assistance projects financed by international donors;

• At least 7 years of experience in nutrition-sensitive service delivery in the agriculture sector, incl. planning & budgeting, monitoring and evaluation;

• Proven experience in developing and carrying out trainings for government officials;

• Experience in the identification, design and/or implementation of EU budget support operations using sector reform contracts related to agriculture development will be considered an asset;

• Previous experience with EU aid delivery modalities will be considered a strong asset;

• Previous experience in technical assistance programmes in Southeast Asia will be considered an asset.

Essential Skills:

• Proven understanding of developing nutrition-sensitive service delivery in the agriculture sector;

• Excellent command of oral and written English (C2 level).
