Nature and Scope:
Canadian Leaders in International Consulting Inc. (CLIC) is a professional services firm that provides high-quality evaluations and assessments, technical assistance and strategic advice in governance, institutional development, and capacity building to the public, private and not-for-profit sectors with a focus on the Middle East and North Africa. We currently are jointly implementing two large Government of Canada funded international development projects in Iraq and Jordan and manage other projects, Monitoring and Evaluation assignments and for-profit initiatives mostly in the MENA region.
The Senior Finance Analyst (FA) position will be based in Ottawa with regular communication and coordination with colleagues in Canada and overseas and may require some travel overseas. The FA will have overall responsibility for the financial administration of CLIC’s for-profit lines of business and donor-funded project activities and is expected to provide proven professional expertise in the conduct of financial affairs relating to for-profit revenue generating business initiatives and donor-funded projects. He or she must be a self-starter; results oriented, enjoys working as part of a team.
Specific responsibilities include:
Systems, Procedures and Internal Controls
- Maintain and develop where required various financial models and standard templates for use by project managers, field office staff and other CLIC staff as needed.
- Facilitate the development and integration of business processes, people and relevant technology in order to configure and communicate useful financial information and to provide practical business leadership to drive business results.
- Ensure that financial processes and procedures are adhered to by all staff in Canada and abroad
- Identify and address financial issues and inconsistencies
- Ensure financial accounting/reporting complies with donor requirements.
- Ensure implementation of necessary financial controls and due diligence
Financial Accounting:
- Using SAGE accounting software, post all transactions, enter data and reconcile and provide adequate and timely financial reporting to management.
- Review bank reconciliations and manage the cash balances for all business initiatives and projects.
- Hands on responsibility to perform month-end and year-end closings, deferred revenue reconciliations, monthly sub-ledger balancing, review and verification of all payments, revenues, exchange rate calculations, preparation of month-end journal entries, and maintaining the chart of accounts for projects and business initiatives.
- Ensure that all financial reporting, Year End closing adhere to best standards and regulations.
Financial Monitoring and Reporting
- Prepare monthly, quarterly and year-end financial statements of office, business and project activities Including all Overseas offices, business initiatives and projects
- Perform financial analysis and prepare donor financial reports as specified by the donor.
- Ensure finance staff in the field are properly trained in terms of accounting, preparation of their budgets, donor requirements, and allocation of expenditures etc.
- Provide regular variance analysis of project implementation and offer recommendations for possible improved courses of action to ensure efficient use of project funds.
- Prepare detailed annual business initiative and project budgets in conjunction with field staff, project staff and others as appropriate.
- Provide support in financial aspects of project proposal development for submission to various donors and clients.
- Provide support in financial aspects of new and current business initiatives
- Travel to field office to train staff and to provide assistance with overseas financial procedures.
- Other duties as required.
Audits:
- Coordinate audits commissioned by donor agencies.
- Prepare detailed project financial reports and year-end reconciliation of corporate and field office operations including for profit initiatives and project accounts.
Qualifications and Competencies:
- University or college degree in Finance, Accounting, or a related field or equivalent demonstrated knowledge and background.
- A minimum of three (3) years of experience in corporate and field office accounting on both for-profit and not-for profit initiatives and project accounting with international operations.
- Proficiency in computer skills, spreadsheets (Excel), accounting packages (SAGE), and communications packages (MS Word, and Power Point)
- Strong analytical, communication and problem-solving skills. Capacity to identify and articulate potential problems and provide possible solutions in a concise and clear manner.
- High level of written and verbal communication skills in English. French and Arabic language skills are an asset.
