Project Description
STEM (2017-2022) is a Global Affairs Canada–funded project which aims to increase the number of Ethiopian men and women with relevant skills and qualifications for work in the mining sector as part of the country’s National Growth and Development Plan (2016-2020). The project’s goals are to strengthen university and technical vocational institution’s capacity to produce skilled and qualified graduates that have relevant technical and environmental skills and knowledge for the mining sector; to improve the instructional capacity of university/TVET instructors; and to ensure that community members, especially women living in and around mining sites have the appropriate skills and abilities to benefit from employment opportunities resulting from mining activities.
Project and contract period
The STEM project is a five year project and runs from January 2017 to April 2022. The Community and Environmental MATU Coordinator (CEMC) is a short-term contract for a maximum of up to 60 days for the period October – December 2018.
Scope of Work
The STEM community work stream component is focused on the delivery of a grass roots community Mobile Awareness and Training Unit (MATU) in pre-selected communities in the Tigray region of Ethiopia. The MATU is both an awareness and training platform that aims to provide women and men with an opportunity to improve their knowledge, skills and productivity around artisanal small-scale mining and its potential benefits and opportunities as related to employment and career development with recognition of the need for transferable skills. It is envisioned that the platform will be an interactive and on-site learning approach that aims to create awareness around artisanal small-scale mining impacts (negative and positive) that can create barriers for women, youth and men. These can include educational opportunities, environmental degradation, health and safety related to employment in the mining sector, sub-sectors and related jobs.
The purpose of the MATU is:
- To create a sustainable model of community outreach that can be replicated in different communities, and,
- To integrate local traditional knowledge to ensure relevance of ASM training and skills development to local mining communities
Short courses and essential skills training will be delivered through the MATU. To date, identified training topics include: basic geology, prospecting techniques, mineral and rock identification, occupational health and safety, as well as entrepreneurial skills and other relevant topics.
Role and Responsibilities of the Community and Environmental MATU Coordinator (CEMC):
- Implement the STEM Community: Communications, Awareness, and Training Strategy (CCATs) which will be delivered in part through the MATU
- Manage and coordinate the work of the MATU Implementation Team
- Monitor the community feedback and response to training programs delivered
- Create linkages and work with local STEM TVET and university partners, secondary schools, industry, NGOs and government bureaus to enable sustainability and maximize participation with the MATU
- Identify potential students from local universities or TVET to participate as docents or trainers on the MATU, and provide training for these individuals
- Link MATU with STEM work-stream activities as identified by gender, higher education and TVET
- Ensure that programming design and content aligns and is coordinated with essential skills training and technical ASM training courses and programming as per the TVET work stream
- Oversee the delivery and implementation of the MATU program in coordination with the STEM Community Development Team
Deliverables:
- Develop an operations guide for the MATU including a schedule of training, awareness-raising and demonstration activities with identified target beneficiary groups
- Develop a promotional and marketing plan
- Develop and deliver ToT local government officials and/or TVET institutions to deliver and operate the MATU programming on the operations and management of the MATU
- Implement pilot programs through the MATU in one selected community
All MATU coordination and management efforts will work in close partnership with the STEM ASM, Geology and Essential Skills consultants.
Reporting
The CEMC will report directly to the Country Project Field Director, and will work closely with the Community Development and Relations Officer and Capacity Building Specialist, as well as the TVET consultants and staff
