Dates: Sept. 17 – Dec. 7, 2018 (60 days)                  

Background

STEM (2017-2022) is a Global Affairs Canada–funded project which aims to increase the number of Ethiopian men and women with relevant skills and qualifications for work in the mining sector as part of the country’s National Growth and Development Plan (2016-2020). The project’s goals are to strengthen university and technical vocational institution’s capacity to produce skilled and qualified graduates that have relevant technical and environmental skills and knowledge for the mining sector; to improve the instructional capacity of university/TVET instructors; and to ensure that community members, especially women living in and around mining sites have the appropriate skills and abilities to benefit from employment opportunities resulting from mining activities. 

Project and Contract Period

The STEM project is a five-year project and runs from January 2017 to April 2022. The Employability Skills Coach Consultant (VESC) is a short-term contract for a maximum of up to 60 days for the period September – December 2018. 

Scope of Work

The Vocational Employability Skills Coach will work with members of the Mobile Awareness and Training Unit (MATU). The MATU team will be comprised of the Community and Environmental Development Coordinator, international and Ethiopian ASM expert, Community Geology trainer, Capacity Building, TVET, Gender and Monitoring and Evaluation staff.

The Vocational Employability Skills Coach (VESC) will provide training and guidance to MATU team members on pedagogical strategies and hands-on practical instructional techniques to incorporate “Essential / Employability / 21st Century Skills” in the MATU short-courses and equipment demonstration modules.

The Vocational Employability Skills Coach will guide and coach MATU team members who are revising/developing hands-on, practical ASM related ToT short-courses and equipment demonstration modules related to:

  1. Mine Life Cycle – ASM/MDG in Tigray
  2. Federal & Regional Laws governing ASM
  3. Geology, Gold, Gemstone and other valuable minerals
  4. Prospecting Techniques
  5. Small Scale Mining and Processing Techniques
  6. Occupational and Public Health and Safety
    1. Occupational health & Safety
    2. Mercury Awareness
    3. HIV/AIDS & Health Awareness
  7. Environmental Impacts of Mining
  8. Conflict Resolution and Mediation
  9. Making ASM a Business
  10. Social Issues (Gender Equity and Personal Resilience)

The MATU will operate in four Woreda’s in Central Tigray. The target populations are:

  • Federal, Regional and Woreda level administrators and government staff.
  • low-literacy adult learners, especially women, and youth, comprised of:
    • Artisanal Mine workers, and
    • community members

A minimum of three (3) of the ToT, short-courses, and/or Equipment demonstration pilots will be delivered by Nov. 23, 2018.

This position supports the TVET and Community project outcomes.

General Responsibilities

The Vocational Employability Skills Coach will report directly to the Community and Environmental MATU Coordinator or in her/his absence to the Country Project Field Director. Specific duties include:

  • Provide Employability skills training, and one-to one coaching of MATU technical team members;
  • Monitor the initial “pilot” the delivery of short-courses and equipment demonstrations;
  • Prepare and submit a report by Dec. 14, 2018, of activities and recommendations to improve MATU trainers’ capacities to deliver short-courses and equipment demonstrations to target populations.

Interested applicants should provide curriculum vitae addressing the following required items:

  • Master’s degree in education, specializing in Employability Skills Curriculum Design, or other degree(s) in a related field in the social sciences from an accredited university
  • Recent and relevant experience
  • Experience working in Africa, or with Indigenous communities in Canada
  • Excellent interpersonal communication skills
  • Previous experience working with technical experts in natural sciences or engineering
  • Excellent Microsoft skills, particularly with Excel and Word
  • Strong written and spoken communication skills;
  • Ability to work flexible hours, dependent on work requirements and to engage in frequent travel outside of duty station
  • Able to work in remote, challenging physical and climate environments.  

In addition, the following qualifications would be an asset:

  • Fluent in English, and Tigrinya (desired)
