Cowater is recruiting for a full-time Field Team Leader for an upcoming Maternal, Newborn and Child Health (MNCH) project in Malawi. This DFATD-funded project will focus on scaling-up proven MNCH interventions and strengthening partnerships, with a particular emphasis on rural and underserved areas. Key areas of support include: capacity development for skilled health personnel (facility & community-based), water and sanitation at primary-level health facilities, citizen engagement, and civil registration and vital statistics (CRVS).
The successful candidate will be based full-time in Malawi, for 4.5 years.
Reporting to the Project Director at Cowater’s HQ in Ottawa, Canada, the Field Team Leader will have overall responsibility and leadership for the day-to-day planning and direction of the project in the field, and for achievement of results. S/he will represent the Canadian Executing Agency (CEA) Consortium at the highest level in Malawi. The position will involve oversight of 20+ staff, including a main office and two district offices.
Responsibilities:
- Provide day-to-day coordination of project activities and senior level technical, professional, and managerial advice on project matters to the Government of Malawi, DFATD, and project personnel
- Provide guidance and management to all field-based personnel, including coordination of both long and short-term project staff and consultants
- Oversee the development of annual workplans, budgets, and progress reports, using results based management approaches
- Establish an effective monitoring system for results, monitor progress, and ensure overall coherence of project components, ensuring alignment with GoM plans
- Manage all financial and human resources, including supervision of accounting functions and procurement
- Monitor project risk, identify issues/challenges in project implementation, and implement corrective measures in collaboration with DFATD and the GoM
- Maintain effective and efficient communication systems between the project team, Cowater HQ, and Consortium members, including systems for quality control
- Ensure program activities align with DFATD priorities and cross-cutting themes, including gender and environment
- Liaise and maintain good working relationships with GoM partners, DFATD, other key donors and relevant stakeholders, promoting project ownership with local counterparts
Required Qualifications
- Master’s degree in a relevant discipline (ie. international development, public health, health sciences)
- At least 5 years of experience in the management and implementation of large, multi-year donor-funded international development projects, particularly in the areas of maternal, newborn and child health, rural water supply and sanitation, HMIS, and/or local health systems strengthening, in Africa
- At least 3 years of experience working in developing countries on international development projects, in the area of health
- Experience liaising with ministries of health, particularly in a developing country context
- Experience coordinating with other donor projects and sector programs
- Demonstrated knowledge of DFATD requirements, including results-based management
- Demonstrated ability to lead, supervise, and mentor multidisciplinary teams
- Demonstrated ability to build and deliver against life-of-project and annual budgets, in compliance with DFATD financial systems and reporting requirements
- Outstanding interpersonal, communication, cross-cultural, collaboration and negotiations skills
- Excellent report writing and computer skills in word processing, spreadsheets, and PowerPoint
Desired Qualifications
- Experience with public-private partnerships and private sector engagement, considered an asset
- Previous work experience in Malawi, or SADC region, considered an asset
