Cowater is currently recruiting a Team Leader for an upcoming audit reform project in South Asia. Candidates must be fluent in English. The Team Leader will be responsible for overseeing all aspects of the program’s finance and operations, developing and implementing program policies and practices, ensuring organisational effectiveness by providing leadership on the program’s financial and administrative functions. The Team Leader also provides senior level technical, professional and managerial advice on project matters to the Supreme Audit Institution (SAI), donor, and other relevant ministries. Reporting to the Project Director at Cowater’s HQ in Ottawa, Canada, the Field Team Leader will be responsible for overseeing all aspects of the day-to-day planning and direction of the project in the field

Required Qualifications:

  • At least 10 years of professional experience working in the area of Public Sector Audit. Clear understanding of budget and audit mechanisms in South Asia;

  • Appropriate academic qualifications, professional accreditation, and professional development related to public sector auditing and project management (e.g. CA, CMA, CPA, accounting, financial management, courses in project management);

  • Master’s Degree in Business, Accounting, or related field

  • Minimum of 10 years managing large, multi-year (3+years, 5+ million) international development projects, preferably in South Asia, including leading and developing teams of professionals

  • Experience managing project budgets; on-going project planning and management; project scheduling and meeting deadlines; and ensuring that projects are developed and delivered effectively;

  • Experience using Results Based Management (RBM) tools, for project management, including project scheduling, budgeting, monitoring, and reporting

  • 5 years of experience working on capacity development initiatives preferably with government entities; and

Fluent in English.
