Justice Education Society of British Columbia (JES) is a Canadian non-profit organization with over 30 years of experience advancing the rule of law by empowering people to access and deliver justice through increasing legal capability, strengthening justice systems and developing digital solutions. JES currently implements programs and has offices in Canada, Guyana, Guatemala, Honduras, and Panama, and also works in Costa Rica, Colombia, and El Salvador. In the near future, JES will establish an office in Castries, Saint Lucia to implement programs in Saint Lucia, Grenada, Dominica, and Saint Vincent and the Grenadines.  JES has diverse sources of funding including donors and provincial, federal, and overseas governments. THE PROJECT

JES will work to increase the protection of the rights of women and youth by the justice system of the Eastern Caribbean by improving access to justice, particularly for women and youth. The project will focus on improving the capacity of the justice sector and vulnerable populations to effectively administer judicial processes and the exercise of their rights especially in cases of sexual and gender based violence (SGBV).

 THE POSITION

The Project Director & Country Representative, Eastern Caribbean, will report to JES’ International Program Director, and will collaborate with team members across the organization. This person will be critical to the success of JES’ programming in the region, overseeing all aspects of the project(s) to ensure that objectives are achieved, activities are delivered on time and on budget, and that deliverables and reports meet both funder and JES requirements. This person will also serve as the primary point of contact for current and potential funders in the Eastern Caribbean, as well as for international and regional partners and consultants.

The Project Director & Country Representative will facilitate the recruitment of project employees, ensure that JES contracting, procurement, logistics, human resources, branding, and finance processes are followed, and leads local office operations.

This is a results-based position in a fast-paced non-profit organization. Management of a large workload with various internal and donor deadlines within a professional team environment makes it an exciting role that allows for great achievement and success.

KEY AREAS OF RESPONSIBILITY

Program Development and Delivery

  • Plan and manage the implementation of project activities to fulfil donor requirements in coordination with JES Senior Management.
  • Oversee financial management of all project activities to fulfil donor and JES requirements in coordination with JES Senior Management.
  • Produce annual project plans in consultation with the funder and JES’ International Program Director.
  • Meet with national and regional partners to determine the best strategies for achieving the project outcomes.
  • Ensure that activities are delivered on time, within budget and to the highest standard.
  • Negotiate and supervise the work of international and regional experts, draft contracts, and monitor results.
  • Liaise with funders, institutional partners, as necessary to ensure project delivery and impact.

Monitoring and Evaluation

  • Contribute to and regularly update a Performance Management Framework in accordance with funder requirements, with a particular focus on the project outcomes.
  • Coordinate meetings with JES Senior Management, funders, and other key stakeholders to implement project evaluation and monitoring systems and assessment of project impact.
  • Ensure that all funder’s contract responsibilities with respect to monitoring, reporting and evaluation activities are met.

People Management

  • Provide oversight for all Project staff performance, development, and growth.
  • Recruit Project staff and consultants in consultation with the JES Senior Management and in accordance with JES HR policies and Code of Conduct.
  • Provide guidance and approve all deliverables produced by consultants and contractors.

Financial Management

  • Provide oversight for all project funds according to JES accounting and finance policies and procedures.
  • Ensure compliance with JES and funder procurement requirements.
  • Approve project expenses.
  • Provide regular budget projections to JES management and advise of any variance from the Project Plan.
  • Produce financial reports in accordance with funder requirements in collaboration with the JES Director, Finance and Procurement.

Risk Management

  • Proactively monitor risks, advise JES Senior Management of changes in risk profiles and recommend risk mitigation strategies.

Reporting and Compliance

  • In consultation with JES Senior Management, produce all narrative and financial reports in accordance with funder requirements.
  • Assist in producing financial reports in accordance with funder requirements and in consultation with the JES International Program Director and JES Director, Finance and Procurement.
  • Produce ad hoc reports for the JES International Program Director, funder or partners as required.
  • Ensure compliance of all project staff, experts, and contractors with JES policies on Sexual Exploitation and Abuse, Gender and Diversity, and Anti-Corruption, among others.
  • Lead social media outreach in accordance with JES guidance.
  • Other work-related duties as assigned.

THE PERSON

Knowledge, Skills, and Experience

  • 10+ years’ experience leading and managing international development projects in the Caribbean on rule of law and related access to justice initiatives.
  • Knowledge of international development issues, trends, and practices.
  • Experience working in multicultural teams in an international context.
  • Excellent interpersonal and communication skills, and a proven ability to establish and maintain professional relationships with internal and external stakeholders.
  • Budgeting experience and financial management skills.
  • Proven experience reporting to funders on international projects.
  • Excellent verbal and written skills in English.
  • Proficiency in Microsoft 365 and Google Workspace.
  • Ability to manage multiple competing priorities.
  • Highly organized.

Required

  • Bachelor of Law Degree, Legal Education Certificate or other regionally accepted legal education certification.
  • Working knowledge of the region’s mixed legal and commonwealth traditions.
  • Working knowledge of Eastern Caribbean court rules, procedures, guidelines, and administrative processes.
  • Legally allowed to live and work in Saint Lucia.
  • Ability and willingness to travel regionally and internationally.
  • Fluent in spoken and written English.

Preferred

  • Experience managing international donor funded projects and initiatives.
  • Understanding and experience managing justice sector initiatives to address sexual and gender-based violence.
  • Experience working with youth and vulnerable populations.
  • Experience working in remote multi-cultural teams.
