About the Role:

The Monitoring, Evaluation and Learning (MEL) Specialist will be responsible for monitoring, evaluating, and learning at all stages of the project cycle, in line with best practices in the development assistance sector. As a key member of project teams, the MEL Specialist will be actively involved in the design, execution, and implementation of projects by providing advice and technical expertise to project staff, partners, and other stakeholders on MEL. This includes capacity building and technical assistance to government, civil society, and community stakeholders. This position will be based in Ottawa-Gatineau or Calgary, Canada, with field missions regularly in the countries of intervention.

Responsibilities:

The main responsibilities of the MEL Specialist will be to:

  • Ensure effective management of the gender-responsive monitoring and evaluation function, including reporting on project progress and results.
  • Coordinate work with partner organizations on activities related to monitoring and evaluation.
  • Coordinate the development of the Project Implementation Plan (PIP), ensuring compliance with targets and approved schedules.
  • Develop the project's gender-responsive monitoring and evaluation strategy in accordance with the Performance Measurement Framework (PMF), including expected results and indicators.
  • Develop the project's gender-sensitive monitoring and evaluation plan in collaboration with staff, partners, and consultants.
  • Set up project monitoring and evaluation systems and coordinate participatory evaluations (formative research) and baseline studies for the collection of PMF baseline data.
  • Support and provide ongoing and personalized technical advice to project teams in the implementation and implementation of the monitoring and evaluation strategy and related activities.
  • Guide and support field data collection and analysis (baseline and periodic data); Periodic review and updating of project PMFs.
  • Coordinate the preparation of periodic technical reports and oversee the management and quality of periodic project reports and those of consultants for services rendered.

Skills, competencies, and abilities:

  • Experience and demonstrated results in integrating a gender perspective into the monitoring, evaluation and learning of development projects.
  • Knowledge and experience in designing, managing, and implementing development projects in one or more intervention sectors such as girls' education, women's economic empowerment, women's and girls' rights, climate change, community mobilization, advocacy capacity building and citizen participation.
  • Superior written communication skills in English and French.
  • Knowledge of results-based management (RBM) and Global Affairs Canada's international development policies and priorities.
  • Ability to work well with others and develop and maintain compatibility between project staff, subcontractors, consultants, and aid recipients.
  • Ability to travel as required, to countries of intervention.

Qualifications:

  • Advanced university degree (master’s equivalent) in monitoring and evaluation, sociology, international development, project management, economics, social sciences, public administration, or another relevant field.
  • At least 10 years of experience in the field of monitoring and evaluation, including 5 years in a similar position.
  • Proven experience in a multi-sectoral, multi-country and multi-year project will be considered a major asset.
  • In-depth knowledge of RBM and its application, as well as other Canadian or international best practices in MEL.
  • Demonstrated oral and written communication skills in English and/or French, bilingual preferred.
