Post Title      :              Monitoring and Evaluation Specialist

Duration       :               One year, with option for renewal

Duty Station :               Tamale, Northern Region, Ghana

 

BACKGROUND TO THE POSITION

The Technology for Maternal and Child Health Project (T4MCH) is a four-year initiative implemented in nine Districts of the Northern, Upper West and Volta Regions of Ghana.  The project is implemented through a partnership of three organizations: Salasan Consulting Inc., Savana Signatures and Mustimuhw Solutions. The project makes easily understandable maternal health information accessible to expectant and new mothers in an interactive setting, using Information Communications Technology (ICT).  The project builds the capacity of ICT champions and midwives in the use of ICT in health in 33 health facilities.

The project has developed and finalized a Performance Monitoring Framework including gender-sensitive indicators and targets. Baseline data has been collected and a baseline report will be available for the guidance of the Specialist. The Monitoring and Evaluation Specialist has responsibility for managing and implementing the monitoring and evaluation system in order to provide a management tool for the project partners to inform activities and decision-making and to promote a culture of learning in the project environment. The M&E system is intended to provide a simple and cost-effective approach that can be used by national resource people who may not have expertise in monitoring, while meeting the reporting requirements of the project donor, Global Affairs Canada.  S/he will report directly to the Savana Signatures Project Manager, and will receive guidance and support from the Canadian Monitoring and Evaluation Consultant  and the Canadian Project Director.

 

RESPONSIBILITIES

The M&E Specialist will be required to use a results-based management approach, including both formative and summative evaluations, in assessing project achievements.  However, the innovative nature of the project also requires introduction of appropriate methodologies such as developmental evaluation.  Project partners place a high value on learning by both participants and stakeholders, and on sharing that learning in Ghana and internationally.  The M&E Specialist will be responsible for the following tasks:

 

  1. Implementation of semi-annual and annual project monitoring activities for the purposes of reporting to Global Affairs Canada (GAC) and guiding project management and learning.  Annual project monitoring will provide the foundation of annual reporting to GAC.
  2. Documentation of lessons learned and leading practices as they emerge throughout the project.
  3. Development of simple tools to enable local staff and stakeholders to collect data in accordance with agreed-upon indicators; training and ongoing coaching for application of the tools.
  4. Selection and implementation of an online data recording tool that will allow Ghanaian and Canadian staff and stakeholders to upload data collected to the internet and share it with each other. 
  5. As required, ongoing coaching in M&E approaches and methodologies for local staff, using materials developed in consultation with the Canadian M&E Consultant.
  6. Making recommendations regarding project activities to the Project Manager, the Canadian Project Director and the M&E Consultant on findings from project assessments.

SPECIFIC REQUIREMENT

 The M&E Specialist should be a Canadian citizen or  a Landed Immigrant in Canada.

QUALIFICATIONS

B.A./B.Sc. in a relevant field;

Training in monitoring and evaluation;

A minimum of eighteen months to two years' experience in monitoring & evaluation, preferably in the health sciences field;

Knowledge of principles & current approaches to monitoring & evaluation of international development programs/projects, using quantitative and qualitative methods;

Experience in data collection & analysis, including survey design;

Familiarity with online platforms and tools for monitoring and evaluation.
