Institution Development & Management Specialist

Cowater is currently recruiting an Institution Development & Management Specialist or an upcoming project to Establish a National Procurement Institute in Afghanistan. Candidates must be fluent in English. The successful candidate will be based in Kabul, Afghanistan for a term of 1 year. 

Duties and Responsibilities will include:

a) Conducting a thorough assessment of current Procurement training Center;

b) Developing a comprehensive 5-year strategic plan for the NPI

c) Developing a detailed 5 year strategic plan for the NPI

d) Developing a recruitment policy and procedure for the NPI

e) Developing a professional development plan and program for the NPI

Required Qualifications:

• Professional certification/qualification in Procurement
• At least ten years of post-qualification experience directly relevant to procurement & supply chain Management;
• Familiarity with World Bank or other donor procurement procedures
• Experience in Public  Procurement Development and Governance

Desired Qualifications:

• Fluent in Dari and/or Pashto
