Summary of Position:
Cowater is looking for an experienced Country Manager to support our in-country program delivery, strategic positioning and continued growth of our donor-funded project portfolio in Indonesia.

Cowater is delivering a large (CAD$100m+) portfolio of projects in Indonesia with donors such as GAC, DFAT and the FCDO including supporting gender and social inclusion, civil society strengthening, trade facilitation, improving local government service delivery, and regional and local economic development. These projects are implemented and supported by our project teams based in Indonesia.  

The position provides leadership, management, and oversight of the Indonesia country portfolio including business development / marketing, client relationship management, people management, operations, finance, security and risk, technical backstopping, and key supplier relationship management.
The Indonesia Country Manager will work in partnership with our HQ team’s responsible for our core client service lines (DFAT, GAC, FCDO), and technical service lines (Governance, Trade and Economic Reform, Gender, Disability and Social Development, Human Development, Climate Change and Environment, Monitoring and Evaluation).

Key Responsibilities:
Corporate Initiatives and Operations (5%)

  • Cowater legal representative in Indonesia
  • Maintain Cowater operations in Indonesia
  • Supporting key client relationship management, marketing, and communications
  • Establishing close working relationships with Cowater division leads

Business Development (20%)

  • Champion business development in Indonesia
  • Building and maintaining Cowater’s reputation with existing and prospective clients in the region (DFAT, FCDO, GAC, EU etc)
  • Updating and maintaining a roster of relevant consultants in Indonesia
  • Providing technical inputs into proposals in relevant areas

Program management, leadership and technical input (75%)

  • Act as a Project Director, Country Manager and/or Contractor Representative on our Indonesia projects in areas of Gender, Disability and Social Inclusion (GEDSI), decentralization, regional and local development and local economic development.
  • Onsite management and leadership of the Indonesia project teams
  • Providing technical, managerial, delivery and advisory support to Cowater projects in areas of GEDSI, community development, governance, civil society strengthening and economic development
  • Support relationship management and engagement with government of Indonesia counterparts
  • Provide operational support to projects including knowledge of DFAT and GAC contract management and quality assurance requirements
  • Build effective working relationships with clients from a wide range of professional and cultural backgrounds; provide troubleshooting guidance where required
  • Communicate key project risks and issues, updates, and milestones to Cowater and stakeholders, clearly, concisely and in a timely fashion
  • Work effectively in politically sensitive and challenging environments and apply Cowater's duty of care and safeguarding policy
  • Perform additional tasks and field missions according to the needs of Cowater

 Experience Profile

  • Minimum of 10 years of experience with progressively more responsibility relating to program management and business development in the international development sector
  • Experience managing and directing new or existing international development projects, including:
    • Supervising and coordinating inputs and efforts from field and HQ team members
    • Performing quality control on all deliverables
    • Engaging in recruitment of project staff
    • “Hands-on” rigorous management of budgets, contracts and schedules
    • Maintaining clear communication lines between HQ, the field and clients
  • Minimum 5 years working experience in Southeast Asia, Indonesia experience considered an asset
  • Experience with international donor reporting requirements
  • Technical expertise in one or more of the following areas is considered an asset
    • Governance, Trade and Economic Reform
    • Gender and Social Development
    • Human Development
    • Climate Change and Environment
    • Monitoring and Evaluation
    • Domestic revenue reform and PFM
  • Previous experience as a Team Leader / Contractor Representative / Country Manager for a development consultancy working with donors such as DFAT, GAC, EU, ADB will be considered an asset

Required Qualifications:

  • A Master’s degree in a relevant discipline (project management, economics, political science, international development, business administration, etc.) or equivalent experience.

  • Excellent writing skills (reports, work plans, proposals)
  • Strong financial management skills
  • Strong managerial and organisational skills
  • Strong interpersonal and communication skills

Language:

  • Ability to work in English and Bahasa is required
